<p>For this advisory role BPaC is partnering with the Treasury Department, Ministry of Finance, Government of Tuvalu. The Ministry of Finance is charged with delivering the key economic development strategic priority under Tuvalu&rsquo;s national development plan, <em>Te Kete: National Strategy for Sustainable Development 2021 to 2030</em>. A key outcome will be to improve macroeconomic resilience, with the specific object to improve public financial management and efficiency across all Government ministries.<br /><strong></strong></p>
<h3><strong>About the Role</strong></h3>
<p>The Public Financial Management (PFM) Adviser may commence remotely, until such time as deployment is possible. The role will then be based in Funafuti, Tuvalu at the offices of the Treasury Department, Ministry of Finance. The Adviser will provide hands-on training, mentoring and consult widely within Government.</p>
<p>This role reports directly to the Government Accountant and works closely with Treasury staff, Aid coordination and Budget Unit staff, and is accountable to the Acting Chief Executive Officer of the Ministry of Finance. The Adviser will supplement the capacity of the Department.<br />The role of Public Financial Management Adviser is new and has not been filled by a technical adviser previously.</p>
<p>The Public Financial Management Adviser will provide support to the Government of Tuvalu to improve uptake of the Government&rsquo;s new Financial Management Information System (Technology One &ndash; TechOne) through capacity development, training, and mentoring. TechOne will enable the GoT to track expenditure and asset lifetime data through better receipt and expenditure recording, whole-of-life asset tracking, and procurement systems.</p>
<p>The Adviser will provide expertise in assisting the Government to build capacity in the efficient and effective management of public funds and financial reporting, including in the production of financial statements that comply with the International Public Sector Accounting standards and the Public Finance Act.</p>
<p>The Adviser will assist the Government of Tuvalu to develop and implement a range of add-on packages, including an HR module that will assist the Government of Tuvalu in tracking whole-of-government staffing needs, training assessments and needs, and general workforce planning.</p>
<h3>Role responsibilities, deliverables and capacity development objectives:</h3>
<p><strong>Placement objective 1</strong>: Support Treasury to implement reforms under the Public Financial Management Reform Roadmap 2020-2024</p>

<li>Provide training to all staff on the use of applications for TechOne in: accounts payable; accounts receivable; accounts reconciliation; general ledger; fixed assets; and, GL reconciliation</li>
<li>Provide training on the budget module for TechOne.</li>

<p>The Indo-Pacific Centre for Health Security (CHS) was established in 2017 to implement the Australian Government&rsquo;s Health Security Initiative (HSI) for the Indo Pacific Region. CHS has since been absorbed by DFAT&rsquo;s Global Health Division.</p>
<p>The Initiative, which is funded through Australia&rsquo;s overseas aid program, aims to inform evidence-based planning, help prevent avoidable epidemics, strengthen early detection capacity, and support rapid, effective national and international outbreak responses. It does this by accelerating research on new drugs and diagnostics, expanding partnerships at the national, regional and global level to strengthen human and animal health systems, and deepening people-to-people linkages that build national and regional health security capacity.</p>
<p>Cardno International Development is supporting the implementation of several activities delivered as part of the HSI across the Pacific and Southeast Asia.</p>
<h3>About the Role</h3>
<p>The role of the <strong>Senior Public Health COVID-19 Response Adviser</strong> is to provide ongoing technical support in managing the response to COVID-19, through: up to date knowledge and best practice on sustaining Nauru&rsquo;s &lsquo;capture and contain&rsquo; strategy; the evolving role of vaccinations, testing and contact tracing strategies during community transmission; building capacity for the care and management of COVID -19 patients in the community; and strengthening patient referrals.</p>
<p><strong>Primary Responsibilities will include:</strong></p>
<p>The Adviser will undertake the following activities in Nauru:</p>
<ul>
<li>Provide strategic, senior level advice and direct support to the Government of Nauru including, where required, supporting internal coordination within relevant government ministries, and external coordination with key development partners (such as Australia, WHO, ADB and other donors)</li>
<li>With the Government of Nauru, seek endorsement of and implement prioritised key activities in the National Response Plan, including updating case definitions; developing tools and procedures to audit adherence to Standard Operating Procedures (SOPs) in Infection, Prevention and Control (IPC) at all sites, e.g. POE, quarantine sites, RON Hospital, Naoero Public Health Center and wellness clinics, and training clinical staff and non-healthcare workers in their use</li>
<li>Work in collaboration with WHO Pacific Office and provide strategic advice and support on an effective testing strategy, as the pandemic evolves in Nauru; maintaining up to date knowledge on the availability and effectiveness of types of testing and make recommendations for their use in Nauru</li>
<li>Provide strategic advice and build capacity for ongoing surveillance, testing and contact tracing within sites and within the community</li>
<li>Provide ongoing advice and build capacity for the management of COVID-19 patients outside of the hospital setting, e.g. in quarantine, set-down facilities and at home, including community home cluster case management</li>
<li>Working with health staff at Naoero Public Health Centre and RONH strengthen the referral system</li>
<li>Provide up to date advice on the continuing role of vaccinations as part of the management of the pandemic</li>
<li>Provide support to strengthen reporting and data collection, interpretation and use</li>
<li>Identify local counterparts for training, mentoring and have skills transfer</li>
<li>Support health systems strengthening through identification of areas for standardising of practice and develop SOPs to address the identified need</li>
<li>Identify additional support needed to undertake activities in the National Response Plan, including technical assistance, training, and procurement of essential personal protective equipment (PPE), IPC materials, and medical equipment</li>
<li>Duties may vary from time to time to meet changing needs.</li>
