The Position: 

The Targeted Care Packages Program (TCP) provides an individualised model of support with funding tailored to the social and developmental needs of children, young people and their families who are subject to statutory orders by the Department of Health and Human Services, Child Protection. TCP encompasses a number of placement options including kinship care, foster care, home based care, semi-independent living and independent living. TCP’s are a creative and innovative support option aimed at transitioning children and young people out of or prevent them from entering residential care.

TCP also works closely with the Foster Care team. Anglicare Victoria provides foster care for children and young people who are temporarily unable to live at home. Anglicare Victoria is the State’s largest provider of foster care and plays a vital role in protecting children and young people by ensuring they have a safe and nurturing home while their family cannot care for them.

Our foster care program provides a stable home environment for children and young people aged between 0 and 18 years. Children enter foster care for a number of reasons and can stay with our carers for as short as one night or several years.

The program provides Complex, Intensive and General Home Based Care for children and young people who are unable to live with their own families. Most children and young people are placed in out of home care following child protection intervention.

Position Objectives: 

  • To provide children with family based placements that will support their development and maintain them in a safe and secure environment.
  • To provide complex TCP/HBC case management services to children and young people and their families. This involves co-ordination of support services as well as direct contact support.
  • To ensure the provision of high quality services to children, young people and their families, and caregiver families who are involved in the Home Based Care process.
  • To ensure that placement goals established with the child (where appropriate), the child’s family, the caregiver family, and the case manager are achieved.
  • To ensure that practice procedures, as documented in program Referral Guidelines, Practice and Policy Manuals, including Department of Families, Fairness and Housing minimum Out of Home Care Standards are followed.
  • To assist children, young people and their families / caregivers to become self-managing over time and prepare young people for leaving care.
  • To be familiar with and comply with the relevant legislation (Children, Youth and Family Act 2005, Disability Act 2006).

To Be Successful in this Position You Will Need:

  • Bachelor or higher level tertiary qualifications, preferably in social work, social science or psychology.
  • Understanding and Experience:
    • Demonstrated understanding of and experience in the human service delivery system, with particular reference to Child Protection and the Out of Home Care system, standards and practice.
    • Demonstrated understanding of developmentally appropriate behaviour for young people, and understanding how exposure to trauma can effect this.
  • Knowledge:
    • Strong knowledge of the theories related to the experience of trauma and challenging trauma-based behaviours. 
    • Knowledge and familiarity with behaviour management principles and ways of facilitating change in young people who have experienced trauma.
  • Demonstrated capacity in approaches which will assist young people with developing and building new skills.
  • Good communication and organisational skills, including written skills and network development skills.
  • Demonstrated ability to work under pressure, manage competing demands and respond in a crisis situation.
  • Staff must hold a valid WWCC and current driver’s licence at all times and undergo a Criminal Records Check prior to employment. Subsequently, staff must report any criminal charges or court appearances.

Please Note: It is mandatory for the successful applicant to hold a current Working with Children Check and be prepared to undergo a National Criminal History Check prior to commencement.
