Position overview

As the Chief Executive Officer of Batchelor Institute of Indigenous Tertiary Education (BIITE), the Chief Executive Officer will lead the organisation and harness exciting new opportunities to provide First Nations students with meaningful pathways to employment, further study and research opportunities, and support to become community leaders.

The CEO will be responsible for the efficient and effective operational management and monitoring of the strategic direction of BIITE and will report to Council.

The CEO will foster a good working relationship with communities and families, with respect to cultural aspects, and will be an ex officio member of Council, which will require considerable experience in good governance.

Key responsibilities

To perform the functions prescribed in the Batchelor Institute of Indigenous Tertiary Education (Powers and Functions of the Director, Deputy Director and Registrar) By-Laws, including, but not limited to the following:

  1. Ensure compliance with the obligations placed upon the Institute and the Institute Council with the Batchelor Institute of Indigenous Tertiary Education Act.
  2. Provide high level leadership and direction to the Institute. This includes the development, prioritisation and performance of the Institute’s academic functions, in higher education, research, and vocational education and training sectors.
  3. Provide strong leadership and competence relating to all expectations of governance demanded of a modern, dynamic, higher education sector organisation.
  4. Develop, implement and review the strategic plan to secure the Institute’s future, which is focused, responsive and relevant to the communities it serves.
  5. Build the Institute’s financial position to strengthen its capacity to fulfill its role.
  6. Represent the interests of the Institute externally to the various levels of government, the community a wide range of corporations and special interest groups.
  7. Provide high level leadership to foster the ongoing relationship with the Australian and Northern Territory Governments and develop and implement strategies to strengthen the Institute’s national and local profile.
  8. Apply best management practice to relationship with and development of staff, at all levels.
  9. Lead and manage sustainable change and win the support of the Institute’s community for the ongoing changes necessary to succeed in the rapidly evolving higher education and research vocational education and training sectors.
  10. Ensure management processes and monitoring systems are in place that lead to the successful management of risk and that the Institute meets its legislative obligations.
  11. Provide effective and equitable decision-making structures for, and management of, the Institute’s staff, students, finances and physical assets.
  12. Enhance the Institute’s reputation for teaching quality in both higher education and research and vocational education and training.
  13. Work across three campuses and periodic visits to remote sites.
  14. Foster and promote cultural integrity, a culturally safe place for First Nations students and peoples, and a good work culture. The CEO will work to deliver a world class student experience with student wellbeing as a priority.
  15. 15.As the CEO is also an ex officio member of Council, the position demands a high degree of competence in all areas of organisational governance.

Essential Selection Criteria

  1. Proven capacity to work effectively and cooperatively in culturally diverse teams and within the social, political, and cultural environments of Australian Aboriginal and Torres Strait Islander communities and organisations.
  2. A demonstrated track record at senior levels in the post-secondary education sector or a related field with a record of innovation in complex environments.
  3. Proven business, commercial and financial acumen, and a successful track record in commercial ventures including making effective and timely commercial and financial decisions.
  4. Proven ability to set strategic direction and demonstrated record of strategic planning, leadership and management ability in driving performance and delivering timely business outcomes within a large and complex organisation.
  5. Communicates with influence, can listen and respond accordingly and is an effective negotiator.
  6. Demonstrated experience and effectiveness working with a senior management team to achieve results and an ability to lead diverse teams in an ethical and professional environment.
  7. Capacity to engage effectively at all levels of the Northern Territory community to advance the objectives of Batchelor Institute.
  8. Experience in building effective relationships with external stakeholders such as Government, institutions, community groups and industry.
  9. Displays personal drive and integrity and can demonstrate professionalism and probity.
  10. Post graduate qualifications and/ or demonstrated significant experience relevant to the position.
  11. Ability to undertake extensive travel throughout the NT and Interstate (sometimes as a light aircraft passenger) and possess a C class driver’s License.
  12. Must hold a current working with children clearance ‘Ochre Card’; must possess a current criminal history check.
  13. Sound knowledge of and commitment to OHS principles with a demonstrated ability to integrate and implement these at the strategic level.
