The Program

The Solomon Islands Infrastructure Program (SIIP) is a flagship 10 year infrastructure program funded by the Australian Government through the Department of Foreign Affairs and Trade (DFAT). The program intends to improve the quality and accessibility of economic infrastructure across the provinces, delivering outcomes that contribute to broad-based, inclusive and sustainable economic growth. The Program is being implemented by Cardno on behalf of the Australian Government.

The Role

The Infrastructure Management Lead (IML) is responsible for the overall coordination, management and oversight of SIIP infrastructure activities. They lead the SIIP Delivery Team and manage the team’s contributions to the Program goals, outcomes and outputs. The IML is responsible for the successful implementation of the program’s infrastructure delivery functions. They will provide specialist advice to the Team Leader, DFAT, Solomon Islands Government (SIG), management team and stakeholders regarding all aspects of infrastructure delivery to enable funding decisions to be made with the Steering Committee.

Specifically, the Infrastructure Management Lead will:

  • Establish and lead the SIIP infrastructure delivery function in accordance with the SIIP Guiding Principles and full compliance with the program Statement of Requirements.
  • Lead all SIIP infrastructure services as agreed by DFAT and manage the related Activity Concept Notes.
  • Lead the delivery, co-finance, and support infrastructure delivered by SIIP, Government Partners and other Australian programs, as advised by the steering committee.
  • Develop and oversee all performance and risk management functions as they directly relate to infrastructure works.
  • Develop strategies and approaches to asset management and maintenance in the program, covering in particular directly delivered and co-financed projects where the program has lead responsibility.
  • Lead on the procurement and management of works contracts.
  • Provide effective leadership and management of the SIIP infrastructure delivery team and ensure delivery of services to the required performance standards, including undertaking programmed performance reviews of team personnel.
  • With key SIIP personnel develop, and update annually, a baseline analysis of the infrastructure sector in the Solomon Islands.
  • Work closely with the Gender, Equity, Disability and Social Inclusion, Climate Change Disaster Resilience (CCDR) and Safeguards Lead, and local CCDR Safeguards Coordinator to ensure the Safeguards Framework includes agreed construction and building safety and design standards, occupational health and safety, environmental regulations and social safeguards.
  • Work with the Capacity Development Lead to assess the capacities of relevant industries including the local construction and engineering industry (local and international based in Solomons), and Solomon Islands' professional associations, local, regional and Australian training providers through current and past projects.
  • Undertake infrastructure assessments, reviews, analysis and provide support to DFAT and SIG partner agencies, as directed by the Steering Committee.
  • Establish and manage collegial and outcomes-focused relationships between team members and stakeholders through regular and effective communication.

About You

Essential

  • Tertiary qualifications in a relevant area such as: Engineering, Architecture, Construction, Project Management or a related discipline.
  • Minimum 10 years experience in infrastructure project delivery/management and/or construction supervision.
  • Thorough understanding of the infrastructure sector challenges in the Pacific (ideally the Solomon Islands).
  • Demonstrated ability to effectively manage design consultants and subcontractors.
  • Strong stakeholder engagement experience, with proven ability to develop effective relationships with key senior Government and private sector stakeholders.
  • Understanding of, and commitment to, capacity development and skills transfer activities including demonstrated experience mentoring and modelling.
  • Understanding of, and commitment to, gender equality, social inclusion and safeguards.
  • Demonstrated analytical and conceptual skills to reason through problems, complex issues and risks, anticipate barriers and create practical solutions.

Desirable

  • Knowledge and experience administering the Standards Australia suite of construction contracts, specifically AS4000 and AS4906.
  • Ability to speak Solomon Islands Pijin (desirable).

Location and Travel Requirements

The position will be based in Honiara, with possible provincial travel required.
