The Program

The Solomon Islands Infrastructure Program (SIIP) is a flagship 10-year infrastructure program funded by the Australian Government. The program intends to improve the quality and accessibility of economic infrastructure across the provinces, delivering outcomes that contribute to broad-based, inclusive and sustainable economic growth. It will focus on areas such as transport (land, sea and air), ICT, electricity, water and sanitation, and infrastructure that supports rural development. The Program is being implemented by Cardno on behalf of the Australian Government.

The Program Activity Manager will be responsible for the SIIP activity management process, coordination of activity reporting, support for Program reporting and managing the secretariat support to the SIIP Steering Committee.

Specifically, the Program Activity Manager will:

  • Coordinate the assessment of proposed activities using the SIIP Investment Framework and prepare assessment report for consideration by SIIP Technical Leads and SIIP Steering Committee.
  • Coordinate the preparation of SIIP activity approval documentation (Activity Concept Notes (ACNs) and Scoping Activities (SAs) – ensuring that all SIIP safeguards, M&E and technical strategies and policies are addressed.
  • Manage the ACN register to track progress on the delivery of the ACN, including activity deliverables and resources.
  • Support the management of sub-contractors engaged to provide services relating to SIIP activities.
  • Assist with the updating of program activity budgets and expenditure in the SIIP Lifetime Budget.
  • Work with the MIS Specialist on the rollout of the SIIP MEL Management Information System and ensuring relevant areas of the SIIP MIS and PM-Master are kept up to date for project management and reporting purposes.
  • Coordinate the preparation of SIIP deliverables as agreed with Team Leader and PMP Lead, including overall program reporting.
  • Assist with the ongoing management of Program resources including preparation of Terms of Reference for SIIP personnel, support management in performance appraisals, drafting of advertisements, and ensure PM-Master is updated.

About You

  • Minimum 5 years’ experience on a donor funded or development program within Asia-Pacific region.
  • Experience in managing project lifecycles including risk management, monitoring and evaluation, contract management, finance, budgeting and reporting.
  • Outstanding professional communication skills and demonstrated experience working effectively across cultures and remotely with a diversity of stakeholders at senior levels.
  • Ability to multi-task, tolerate ambiguity, problem solve effectively and have an appreciation for cultural, political and organisation complexity.
  • Excellent written and verbal communication skills, including the ability to communicate complex information to multiple audiences.
  • Relevant tertiary qualifications including international development, project management.

Location and travel requirements

The position will be based in Honiara and may require some travel to provinces
