About the Program

The Indo-Pacific Centre for Health Security (CHS) was established in 2017 to implement the Australian Government’s Health Security Initiative (HSI) for the Indo Pacific Region. CHS has since been absorbed by DFAT’s Global Health Division.

The Initiative, which is funded through Australia’s overseas aid program, aims to inform evidence-based planning, help prevent avoidable epidemics, strengthen early detection capacity, and support rapid, effective national and international outbreak responses. It does this by accelerating research on new drugs and diagnostics, expanding partnerships at the national, regional and global level to strengthen human and animal health systems, and deepening people-to-people linkages that build national and regional health security capacity.

Cardno International Development is supporting the implementation of several activities delivered as part of the HSI across the Pacific and Southeast Asia.

About the Role

The role of the Senior Public Health COVID-19 Response Adviser is to provide ongoing technical support in managing the response to COVID-19, through: up to date knowledge and best practice on sustaining Nauru’s ‘capture and contain’ strategy; the evolving role of vaccinations, testing and contact tracing strategies during community transmission; building capacity for the care and management of COVID -19 patients in the community; and strengthening patient referrals.

Primary Responsibilities will include:

The Adviser will undertake the following activities in Nauru:

  • Provide strategic, senior level advice and direct support to the Government of Nauru including, where required, supporting internal coordination within relevant government ministries, and external coordination with key development partners (such as Australia, WHO, ADB and other donors)
  • With the Government of Nauru, seek endorsement of and implement prioritised key activities in the National Response Plan, including updating case definitions; developing tools and procedures to audit adherence to Standard Operating Procedures (SOPs) in Infection, Prevention and Control (IPC) at all sites, e.g. POE, quarantine sites, RON Hospital, Naoero Public Health Center and wellness clinics, and training clinical staff and non-healthcare workers in their use
  • Work in collaboration with WHO Pacific Office and provide strategic advice and support on an effective testing strategy, as the pandemic evolves in Nauru; maintaining up to date knowledge on the availability and effectiveness of types of testing and make recommendations for their use in Nauru
  • Provide strategic advice and build capacity for ongoing surveillance, testing and contact tracing within sites and within the community
  • Provide ongoing advice and build capacity for the management of COVID-19 patients outside of the hospital setting, e.g. in quarantine, set-down facilities and at home, including community home cluster case management
  • Working with health staff at Naoero Public Health Centre and RONH strengthen the referral system
  • Provide up to date advice on the continuing role of vaccinations as part of the management of the pandemic
  • Provide support to strengthen reporting and data collection, interpretation and use
  • Identify local counterparts for training, mentoring and have skills transfer
  • Support health systems strengthening through identification of areas for standardising of practice and develop SOPs to address the identified need
  • Identify additional support needed to undertake activities in the National Response Plan, including technical assistance, training, and procurement of essential personal protective equipment (PPE), IPC materials, and medical equipment
  • Duties may vary from time to time to meet changing needs.
