About the Role

CARE Australia is one of a small number of CARE International members that have taken on the additional responsibility of being a Lead Member. As such, the Head of Country Office Support acts as a key liaison point between CARE Australia and the Country Offices we support, fulfilling a variety of critical guidance, support and oversight functions. The role therefore requires a combination of strategic, operational, governance and stakeholder management skills.

However, as the international development sector continues to change and consistent with CARE’s commitment to being as locally-led in its operations, programming and structures as possible, CARE Australia is reimagining its Lead Member role as part of our new Strategic Intent and as part of the overarching CARE 2030 vision. As such, the Head of Country Office Support role will evolve in line with the changing relationship CARE Australia will have with its Country Offices into the future. The role of Head of Country Office Support (HCOS) is being advertised as a 12 month contract. It is expected that this role will likely be ongoing in some form (beyond this 12 month contract), but the skills, expectations and requirements of the role will only become clearer during that time.

Key Responsibilities

  • Line manage Country Directors of CARE Australia managed CARE International Country Offices, providing support and guidance as required to facilitate strategic impact in the local context and support locally led activities and empowerment
  • To facilitate and coordinate the delivery of operational support to CARE Australia managed CARE International Country Offices in accordance with CARE International CODE obligations and CA established Annual Business Cycle requirements
  • To work in partnership with Country Directors to ensure all legal, governance, financial and risk responsibilities are appropriately addressed as they relate to both CARE Australia and Country Offices responsibilities (to ensure Country Offices are driving towards maximising strategic impact, operational effectiveness and financial sustainability and that CARE Australia is providing the necessary levels of support to enable this, in line with CARE International CODE obligations)
  • To coordinate, broker and facilitate outcomes across a diverse network of stakeholders during a period of significant change, and to be able to both adapt to, and facilitate change, throughout the Country Office ecosystem during the 12 month term

Ideally you will have:

  • Experience in leading people through, and personally navigating, change
  • Proven leadership ability, strong people management skills, the ability to respond effectively to complex challenges
  • Experience of leading an organisation at a senior level (Country/Regional) in the field
  • Strong communication and engagement skills, including the ability to develop and maintain effective working relationships with internal and external stakeholders
  • Demonstrated high level organisational, business, and project management skills, including budget preparation, risk management, report preparation
  • Commitment to CARE Australia’s approach and values including ethnic diversity and cultural sensitivity.
  • Ability to apply and role model compliance to CARE Australia’s due diligence policies, including Fraud, Child Protection and Prevention of Sexual Harassment, Exploitation and Abuse Policies

Desirable

  • An understanding of Australian Government systems and procedures
  • Experience in private sector contracting in the international development sector
