About the Role

The Programs Accounting Advisor works with CARE Australia departments and Country Offices to ensure project budgeting and accounting requirements are met. The role is a business partner to staff in the International Programs team.

The role ensures that CARE Australia has accurate and complete financial information on international program and project budgets, expenditure and revenue.

Key Responsibilities

  • Works with CARE Australia departments and Country Offices to develop and review grant applications, project budgets and costed work plans, and support reporting
  • Provides business partner support to CARE Australia’s International Programs team including supporting them with the development of departmental budgets, assisting with raising awareness of financial processes and supporting financial skills capacity building of staff
  • Reviews Country Office project budgets within the parameters of the CARE Australia financial delegations (in accordance with contracts policy)
  • Provides advice on the CARE International financial framework and associated policies and requirements
  • Works with the relevant CARE Australia departments and country offices to maintain accurate and complete project financial information to support planning and decision making
  • Provides advice on Australian donor requirements to inform Australian funded donor project budget development, compliance and financial acquittal
  • Works with the Chief Financial Officer to ensure visibility of the whole CARE Australia financial position, including accurate and timely monthly reporting and cost recoveries forecast and reporting
  • Ensures timely input of project information to Sun, including project financial acquittals, close of project, and other tracking systems as required
  • Ensures audit certification as required in the Terms and Conditions for Australian Public Funding and participates in internal compliance and donor audits for CARE Australia Country Offices or partners

Ideally you will have:

  1. A demonstrated high level of communication and interpersonal skills including the ability to work collaboratively and productively with internal and external stakeholders across different country contexts;
  2. A strong focus on empowering others to understand policies including project budgeting and financial requirements;
  3. Experience in project budgeting, accounting, reporting and acquittals;
  4. Understanding of budget processes and experience in budget development;
  5. Understanding of audit and compliance processes and demonstrated ability to develop and apply controls;
  6. Experience in Financial Management Information System use, with experience in SunSystems desirable;
  7. Experience in the international development sector with institutional donors like DFAT and USAID desirable;
  8. An understanding of the importance of empowering women and girls and a commitment to the protection of children and the prevention of sexual harassment, exploitation and abuse;
  9. Membership of Chartered Accountants Australia and New Zealand or a CPA Australia.
