About the Role

The Senior Program Officer provides financial and administrative support to CARE Australia’s international programs and supports coordinators in program management to ensure that programs:

  • are implemented in a timely, proportionate, accountable and effective manner,
  • meet the objectives and requirements of relevant CARE Australia and CARE International strategies, policies, standards and guidelines, and
  • are coordinated with and supportive of the work of CARE Country Offices, other CI Members and CARE partners.

Key Responsibilities

  • In conjunction with PDU Coordinators, liaise with Country Offices, partners and relevant in-Australia IPO and finance staff to design, plan, monitor and support the implementation of CARE Australia funded programs
  • Support Program Coordinators in monitoring financial aspects and contract management of CARE’s program grants including, ANCP, AHP, Disaster READY etc
  • Support management of relevant quality, compliance and risk issues related to CARE Australia’s programming
  • Working closely with Country Offices, support the process of securing and implementing funding for humanitarian responses, through the Australian Humanitarian Partnership (AHP) funding mechanism.
  • Development of Individual Program Agreements with Country Offices for the AHP Disaster Ready program
  • Support the contract management of CARE Australia’s international programs, and ensure programs are all documented in line with CA’s internal contractual and procedural guidelines.
  • Provide relevant information and input into public communications and fundraising activities with CARE Australia’s Marketing and Communications staff to maximise potential fundraising efforts.

Ideally you will have:

  • Knowledge and experience in project finance and risk management, including the ability to prepare and review budgets, costed work plans etc.
  • Demonstrated awareness of project cycle management
  • A good understanding of humanitarian and development programming, and funding mechanisms. Familiarity with the Australian Humanitarian Partnership (AHP) is highly regarded.
  • Demonstrated initiative, attention to detail, and organisation and time management skills, including the ability to manage workflows and balance competing priorities to ensure timely processing to meet deadlines.
  • Broad relationship building and coordination skills and experience working with in-country colleagues
  • Strong communication, negotiation and written skills
  • An understanding of the importance of empowering women and girls and a commitment to the protection of children and the prevention of sexual harassment, exploitation and abuse.
