Overview

  • The First Peoples’ Assembly of Victoria (the Assembly) is the voice of Aboriginal people in Victoria in the next stage of the Treaty process. It is made up of Victorian Traditional Owners, elected by Aboriginal Communities, for Aboriginal Communities, to advance their rights, interests and benefits.
  • The Assembly works with the State to establish Treaty processes that recognise the sovereignty of the First Peoples of Victoria, support self-determination, and realise human rights, to make Victoria stronger for everyone.
  • This role is responsible for managing and coordinating governance processes across the organisation, including the Assembly Chamber (meeting of Members), the Board of Directors and Assembly Committees. This role will also lead the monitoring and compliance of governance aligned with the Assembly Constitution, legislation, policy, procedures, and best practice.

Key Duties

  • Manage and coordinate Chamber, Board and Committee business, ensuring compliance.
  • Develop, monitor, and implement compliance, risk management and quality improvement policies and processes, including discharging reporting requirements to meet the company’s legal obligations.
  • Drive effective relationships and communications ensuring you remain a trusted adviser across the Assembly’s membership and staff.
  • Provide governance and strategic advice to the Board, the CEO, Assembly Co-Chairs and Committee Chairs in relation to the operations of the Assembly Chamber, Board, and Committees.
  • Oversee the implementation and continuous improvement of supports for the Assembly Chamber, Board and Committees to promote Members’ engagement and participation.
  • Advise the Board on good practice in corporate governance, for example, giving guidance on the legal implications of the way it discharges its duties, runs meetings, and makes decisions.
  • Provide advice to the CEO to assist in the delivery of operational support to the Board, Assembly Chamber and Assembly Committees.
  • Effectively engage and build strong relationships with the Assembly’s stakeholders, Board, Members, and the wider Aboriginal community.
  • Support the Chair of the Audit, Risk and Remuneration Committee in strategic and operational matters of the Committee.
  • Ensure necessary support mechanisms are implemented for the Board of Directors.
  • Development of governance advice and strategy across the organisation.

Skills and experience required

  • Comprehensive knowledge of Victorian Aboriginal Communities.
  • Passionate about being part of cultural change and policy reform for Aboriginal people in Victoria.
  • Proven ability to establish and maintain strong and effective relationships with diverse groups of people.
  • Strong working knowledge of corporate compliance and risk management frameworks, including reporting and other regulatory requirements.
  • Proven leadership skills, including the ability to deal with complex and sensitive matters.
  • Exceptional relationship management skills.
  • Sound understanding and ensuring the company complies with its statutory obligations, ensuring requirements of ACNC, ASIC and other regulators are met, including continuous disclosure.
  • Exceptional organisational, oral and written communication and interpersonal skills.
  • Demonstrated experience in the area of governance and compliance in the corporate, community or public sector.
  • Degree qualified or equivalent experience mandatory.

  1. Demonstrated capacity to succeed in the Aboriginal community controlled sector
    Willing and able to support the CEO of an organisation that is Aboriginal controlled and representative of Victorian Aboriginal communities. Able to navigate complex relationships, comply with relevant legislation, and act in accordance with the Assembly values.
  2. Demonstrated capacity for success in a leadership role in a complex and contested environment
    Willing and able to take responsibility for planning, relationship management, compliance management, and risk management. Able to support the promotion, resilience and perseverance across the Assembly and maintain focus on the primary goal of achieving Treaties in a way that best furthers the achievement of the rights of Aboriginal Victorians.
  3. Demonstrated capacity for achieving results through others Willing and able to collect and share ideas and information, collaborate with others within the Assembly including the Board, Members, staff and other leaders in Victoria who play a critical role in achieving Treaties. Able to engender commitment, delegate important tasks, and help others to develop.
  4. Demonstrated capacity to manage and develop self
    Willing and able to manage own development, gain new knowledge and skills, and act with flexibility and perseverance in the face of adversity without sacrificing their own well-being or that of others in the organisation.
  5. Demonstrated capacity to achieve the highest standards of integrity
    Willing and able to lead in a way that supports the achievement of the Assembly values and builds the reputation of the Assembly.

Salary & Term

  • Ongoing, subject to continued funding
  • Salary of $121,000 - $162,000 per annum (full-time equivalent) plus superannuation, based on experience and expertise of the occupant.
