About Us

Banjima Native Title Aboriginal Corporation RNTBC (BNTAC) is the Prescribed Body Corporate (PBC) that holds native title on trust for the Banjima People.

The Banjima native title determination area covers a large area of land and waters in the Pilbara region of Western Australia.  There are approximately 500 adult Banjima People and many more Banjima children.

As well as their roles and responsibilities as a PBC, BNTAC’s objectives also include to provide relief for disadvantaged Aboriginal people, maintain and support traditions, laws, language and culture of Banjima people, as well as provide economic, social and cultural benefits, including housing, training and education.

The Role

This position is responsible for developing and leading projects undertaken by BNTAC’s Banjima Country Management (BCM) program and its Banjima Ranger team, including long and short-term community development projects, cultural projects, and land management projects across Banjima Country — such as fire management and feral animal monitoring activities.

The position will also be responsible for establishing key partnerships with regional community organisations, mining companies, government and non-government organisations to help advance the Banjima Yurlubajagu Strategic Plan priorities.

The Healthy Country and Communities Manager will work closely with BNTAC’s Native Title team to assist in the core obligations of the PBC, such as on-the-ground support for community meetings and mining proponent engagement.

BCM’s projects are guided by the Banjima Elders Council and the Banjima Yurlubajagu Strategic Plan, Banjima’s vision for a healthy country and connection to traditional lore.

The Duties:

Duties and responsibilities include, but are not limited to:

Delivery of community, cultural, and environmental projects:

  • Developing and implementing business plans to deliver strategic community development projects, and Country and culture outcomes; 
  • Leading and coordinating the development and implementation of practical and innovative strategies by BCM and its partners, as outlined in the Banjima Yurlubajagu Strategic Plan; 
  • Leading and coordinating the implementation of healthy Country strategies and practices in the field by BCM and partner groups; 
  • Applying sound commercial and financial judgment at all time, while ensuring safety policies and procedures are paramount throughout all BCM activities; 
  • Overseeing development and implementation of work plans and budgets for BCM, consistent with the long-term operational objectives developed for BNTAC’s Country and Culture program; 
  • Establishing and following frameworks for planning, policies and procedures for the delivery of work activity across the BCM team; and 
  • Ensuring infrastructure requirements are assessed as part of the approved business cycle and annual implementation plans are prepared with reporting milestones for BNTAC Board and Decision-Making Committee’s. 

Establishment of key partnerships and economic diversification of the BCM program:

  • Overseeing and developing key partnerships to aid land and water management operations by developing and managing contracts for suppliers of Country and Culture related activities, including potential tourism developments, fee-for-service operations and other cultural service provisions; 
  • Being the key BCM representative and main organisational contact for all proposed activities impacting Banjima lands and waters relating to environmental management; 
  • Raising revenue for BCM by working on local strategies for business development, including liaising with and reporting to Banjima’s Decision Making Committee’s, helping write and edit grant proposals, and participating in business development meeting opportunities; and 
  • Negotiation and setup of co-management agreements and partnerships for protection of Banjima’s Country and Cultural interests; and responding to any land use conflicts in cooperation with BNTAC’s specialist staff and contractors. 

Lead and manage the BCM on-country team and Rangers

  • Managing and developing the BCM on-country team and Rangers, contractors and elders engagement through effective performance management, and the achievement of results consistent with agreed objectives; 
  • Ensuring collaboration in alignment with business development priorities to achieve positive Country and Cultural outcomes for the Banjima community;
  • Understanding interrelationships within BNTAC and the Trusts, Decision Making Committee’s and other Banjima stakeholders, contractors and suppliers using sound judgment to steer appropriate courses of action; and 
  • Providing financial delegation in line with organisation policy.

Selection Criteria

Essential: 

  • Tertiary qualification (minimum Bachelor’s degree) in either; community development, natural resource management, environmental science, anthropology
  • Highly developed management, leadership, networking and influencing capabilities 
  • Cultural competence, especially with Aboriginal people 
  • Significant experience and knowledge of community development and natural resource management 
  • Experience working with Aboriginal people, government agencies and NGO’s 
  • Demonstrated experience in strategic and business planning with well-developed project management and organisational capabilities
  • Experience in conservation, property/land management and addressing conservation needs across a range of Australian environments, ecosystems or contexts
  • Sound knowledge of risk management practices, Health and Safety and associated relevant legislative requirements
  • A demonstrated high level of written and oral communication
  • Ability to travel regularly to the Pilbara region 
  • Current driver’s license

Desirable:

  • Experience working within or knowledge of Aboriginal Corporations/PBC’s
  • Mapping and geographic information system (GIS) skills
  • Identify and are recognised as a Banjima person
  • National Police Clearance

Salary & Benefits

  • $100,000 pa, plus superannuation
  • 4 weeks annual leave.

  • The role is based in Perth and regular travel will be required to Pilbara.
