About Us

Tjiwarl (Aboriginal Corporation) RNTBC (Tjiwarl AC) was incorporated in May 2017 under the Corporations (Aboriginal and Torres Strait Islander) Act 2006. 

As the prescribed body corporate of the Tjiwarl Native Title Holders, Tjiwarl AC holds Native Title in trust and is responsible for protecting and maintaining the native title rights and interests of Tjiwarl Native Title Holders. Tjiwarl AC also performs executive functions of a corporation and administers the benefits management structure that provides funds for the programs that benefit the Tjiwarl Native Title Holders. Tjiwarl AC supports traditional decision-making on all matters that impact Tjiwarl Country and Culture, while ensuring sound corporate governance measures are in place.

Tjiwarl AC is a purpose-driven, not-for-profit organisation. It aims to deliver long-term, positive outcomes for the Tjiwarl community and achieve the goals of the community-led Tjiwarl Sustainability Framework. This framework directs the strategic focus in education, health and healing, employment and training, small business development, land management, law and culture, and protecting native title.

The Role

The primary objective of this position is to support Tjiwarl AC to achieve:

  1. Compliance with relevant legislation relating to Prescribed Body Corporates; and
  2. Compliance with all Land Access and Future Acts Matters as well as other key Tjiwarl Agreements, programs and projects

The Duties:

Duties and responsibilities include but are not limited to:

Implementation and compliance

  • Track and record compliance actions against requirements of the Native Title Act 1993 (Cth), Corporations (Aboriginal and Torres Strait Islander) Act 2006 (Cth) (CATSI Act), Australian Charities and Not‐for‐profits Commission Act 2012 (Cth), Native Title (Prescribed Bodies Corporate) Regulations 1999 (Cth) and Tjiwarl’s Rule Book.
  • Track and record compliance actions against Comprehensive Agreements, Trust Deed and Tjiwarl Rule Book
  • Monitor and act on Land Access and Future Acts notices and obligations under the Native Title Act and Service agreements (e.g. lodging objections against tenement applications, issuing draft Exploration and Land Access agreements).
  • Use systems (e.g. The Keeping Place, registers) to monitor compliance with land access and future acts processes and key agreements and report on obligations/actions;
  • Maintain positive working relationships with stakeholder counterparts on operational matters.
  • Coordinate meetings ‐as required – for key programs and projects;
  • Report regularly to the Manager Governance and Corporate Affairs on compliance,
  • implementation, risk, relationships.

Planning & Policy

  • Contribute to operational planning to achieve compliance.
  • Write and/or contribute to monitoring and evaluation reports.

Administrative & Meeting Tasks

  • Support in the logistics associated with key meetings with agreement partners, service providers and other significant stakeholders;
  • Research and collect information/data for key meetings;
  • Attend meetings when required;
  • Maintain electronic and manual files and keeping records up to date, secure and accessible, as appropriate;
  • Adhere to compliance procedures;
  • Support the preparation of agendas, meeting papers, writing and dissemination of minutes and agendas; and
  • Periodic travel to the Goldfields region to attend meetings as required.

Internal & External Communications

  • Within areas of responsibility, support the management of all incoming and outgoing communications (e.g. telephone, electronic, hard copy and in person) from/to agreement partners, relevant service providers and other significant stakeholders, ensuring it is responsive, effective and approved by the line manager;
  • Assist with the implementation of Tjiwarl’s communications strategy;
  • Other duties as required by the line manager.

Selection Criteria

Essential:

  • Experience in Native Title, Aboriginal Heritage, Mining, Environment Approvals or other relevant experience
  • High level interpersonal skills with the ability to establish and maintain positive and productive relationships with principal contacts and colleagues;
  • Cultural competence, particularly with Aboriginal people;
  • Experience in managing compliance;
  • Experience managing information systems (e.g. databases) to maintain records and generate reports;
  • High level organisational skills and ability to consistently follow‐through in a busy workplace with sometimes competing priorities, and highly transactional processes;
  • Excellent written skills for a variety of purposes; and
  • Ability to work independently and take initiative.

Desirable:

  • Paralegal qualifications highly regarded
  • Skills in geographic information systems (GIS), MS Office Suite
  • Qualification in compliance management or business administration; and
  • Experience working with Aboriginal organisations and people.

Salary & Benefits

Initially offered a contract to 30 June 2022 with possibility of extension.

A competitive salary will be negotiated based on skills and experience. The role is based in Kewdale, with occasional overnight travel to the northern Goldfields.
