Background

The position is responsible for undertaking community education, engagement and development of the Reconciliation Action Plan to strengthen Reconciliation, self-determination and truth-telling in Nillumbik. The position will be supported by Indigenous Employment Partners consultant who will based at Nillumbik Shire Council one day a week.

Accountabilities

Working in consultation with the Coordinator, Social Planning & Equity, this position works across Council to undertake the following key responsibilities and duties:

  • Support the development of Councils Reconciliation Action Plan
  • Provide support and input to the Coordinator regarding access, equity and inclusion and health and wellbeing outcomes for Aboriginal and Torres Strait Islander people, their extended families and communities.
  • Develop and support internal and external reference groups to inform the development of the Reconciliation Action Plan.
  • Support stakeholder engagement and liaising with relevant partners to inform the Reconciliation Action Plan.
  • Work with partners to plan and deliver a program of activities that celebrate and educate about continuing culture, using Council's Community Engagement Policy and Framework.

Policy and planning

  • Engage with Aboriginal and Torres Strait Islander people, Traditional Owners, community groups, service providers, partner organisations and other stakeholders to identify and understand current and future community needs, service gaps and trends.
  • Identify and contribute to the provision of advice and prepare reports and briefing papers and presentations on key responsibility areas, including identifying current and emerging issues and trends, gaps and opportunities which may impact on Council strategies, plans, policies and services.
  • May represent Council at meetings and external forums as required.
  • Contribute to the development and review of procedures to ensure continuous improvement and support implementation as required.
  • Ensure compliance with Council policies, procedures and legislative requirements in the areas of human resources, occupational health and safety, equal opportunity, anti-discrimination and other industrial instruments.
  • Provide effective financial administration and compliance to Council’s Procurement Policy and Procedural Guidelines, undertaking preparation, management and reporting of any allocated budget and maximising the financial benefit of all allocations.

Advocacy and engagement

  • Advocate to government and community agencies and organisations regarding policy, legislation, infrastructure, funding, and services which contribute to Reconciliation and positive outcomes for Aboriginal and Torres Strait Islander people.
  • Research, monitor and analyse information, and relevant government policy, that contributes to the development and implementation of effective plans and projects related to First Nations community needs.
  • Support the development and implementation of projects to improve access, equity and inclusion and health and wellbeing outcomes for Aboriginal and Torres Strait Islander people.

Partnerships

  • Develop and maintain collaborative working relationships and internal and external partnerships to support the development and implementation of Council's Reconciliation Action Plan.

Selection Criteria

Knowledge and Skills:

  • High-level competency and understanding of Aboriginal community engagement protocols and cultural protocols associated with developing and managing Aboriginal community partnerships and projects.
  • Well-developed relationships with Victorian Aboriginal communities, including Traditional Owner groups, Aboriginal business sector and Aboriginal government and non-government services.
  • Highly developed oral and written communication skills, with excellent skills in contributing to and researching strategy documents, policies, reports and briefings for a range or audiences.
  • Highly developed facilitation, interpersonal and influencing skills with the ability to gain cooperation and assistance from stakeholders.
  • An understanding of the complexities in the provision of community services in a local government setting.
  • Ability to make decisions and solve problems where there is a degree of complexity in the work undertaken, however guidance and advice are usually available in time to make a choice.
  • Experience with partnership development and working with Committees of Management.

Personal Qualities:

  • Demonstrated ability to work cooperatively with internal and external stakeholders in order to achieve Council objectives.
  • The ability to establish and maintain effective relationships with a wide variety of internal and external stakeholders.
  • Operate with limited supervision, generally in the form of pre-determined objectives and guidelines or in the form of specific tasks, projects or assignments as determined with the Coordinator.

Desirable:

  • Relevant qualifications in community development, social sciences or a related discipline are desirable.

Additional Requirements:

  • Must have valid Australian Driver’s licence.
  • The incumbent will be required to work on weekends and evenings dependant on the requirements of programs, projects, and community engagement.
