Position Objective

Reporting to the Chief Executive Officer, the Director of People and Finance is responsible and accountable for the effective leadership and delivery Human Resources strategy; Financial Governance; and Facilities Management across our clients organisation. This role is a member of the Executive Leadership Team and is integral for the successful delivery of organisational strategy and growth.

Primary Roles and Responsibilities

HUMAN RESOURCES

  • Drive and deliver the People and Culture Strategy and Business Plans of CH within the Directorate.
  • Undertake and support workforce planning and strategies for recruitment and retention
  • Oversee the Reconciliation Action Plan development and implementation and engage with Traditional Owner Groups; partner agencies; staff and the community to achieve outcomes
  • Progress the annual People Matter Survey and work with Executive and Department Heads to develop, implement and monitor subsequent action plans.
  • Support a high performing culture with performance management frameworks and programs.
  • Oversee industrial relations ensuring correct conditions of employment are achieved for all employees and Executives. Monitor and support effective employee relations activities and provide support and education to managers on effective practices.
  • Develop and implement human resources and industrial relations policies which comply with industry and legislative policy and the needs of the health service.
  • Ensure CH complies with all HR related Federal, State legislative requirements, Auditor General guidelines and Department of Health directives, and formal and ad hoc reports to Federal, State and local agencies are submitted within the stated timeframe.
  • Advise senior and middle managers on critical organisational human resources issues and support the leadership of organisational change.
  • Oversee the remuneration and classification structures and reviews, providing recommendations to the executive as required.
  • Oversee the management of WorkCover claims and Return to Work programs for injured workers.
  • Lead the staff health and safety program, including Workplace Health & Safety and Employee Assistance Program (EAP)
  • Drive diversity strategies across the health service including Gender Equity; cultural; and disability inclusion
  • Lead, promote and foster a healthy organisational culture and staff engagement levels including but not limited to overseeing of reward and recognition policy and initiatives.
  • Actively ensure 100% organisational compliance with Performance Appraisal processes, three months after commencement and annually thereafter and ensure leaders are equipped with the skills and capability to perform this function

FINANCE:

  • Support the CEO in the achievement of health service statutory objectives and the effective performance of CH functions (under the provision of the Health Services Act 1988 and the Financial Management Act 1994)
  • Develop financial and operational business plans and strategies to ensure the effective and efficient provision of health services and long-term viability of CH
  • Manage the core functions of finance, data reporting, procurement, contracts management, facilities management and hospitality services
  • Ensure CH has adequate financial reporting systems and internal controls together with appropriate monitoring to meet its statutory and fiduciary obligations
  • Establish systems and processes that ensure accounts for CH are prepared in accordance with Australian Accounting Standards, are true and fair and are supported by effective audit programs
  • Provide timely, accurate and relevant reports on finance, performance and information as required by the Board and under legislative requirements
  • Develop effective financial, performance and planning mechanisms to support clinical and other staff in providing identified health service delivery needs

Staff Category C Vaccinate For:

  • Measles/Mumps/Rubella – 2 doses
  • Poliomyelitis
  • Influenza (offer yearly)
  • COVID-19 (fully vaccinated)

Selection criteria

Essential:

  • Qualifications: Tertiary qualification in Human Resources, Accounting, Organisational Psychology, Business or related field Relevant tertiary qualifications
  • At least 5 years’ experience in a dedicated Finance, Corporate Services and/or Human Resources role, with experience at leadership level
  • Developing and leading engaged, inspired and high performing teams (including, coaching, developing, mobilising talent, driving change, and uniting teams towards a shared vision)
  • Developing, executing and realising strategy in a dynamic and evolving environment.
  • Leading and executing complex change.
  • Delivering results in resource constrained environments.
  • Managing competing priorities and self in challenging and ambiguous working environments
  • Building productive relationships at various levels
  • Managing conflict and negotiations to produce service or organisational benefits
  • Victorian or NSW Driver’s License

Desirable:

  • Sponsoring and influencing to transform the organisations safety culture and systems (desirable).
  • Working in a large and complex healthcare system (desirable)
  • Post graduate qualifications in leadership; management or health related fields
  • Proven understanding of the role and value of healthcare organisations in a rural environment
