About the NLC

We are responsible for assisting Aboriginal people in the Top End of the Northern Territory to acquire and manage their lands and seas. Our most important responsibility is to consult with traditional owners and other Aboriginal people to enable them to make informed decisions about all activities affecting their country. Our vision is to ensure that Aboriginal people benefit socially, culturally and economically from the secure possession of their land, waters and seas.

About the Role

This role is responsible for providing governance, planning and development support to enable native title holders to achieve their social, cultural, environmental and economic objectives. Native title holders are party to a 95-year Indigenous Land Use Agreement (ILUA) for Project Sea Dragon—a large-scale commercial prawn farm proposed to be built at Legune Station, approximately 106kms from Kununurra. The main responsibilities include:

  • Support native title holder groups to develop a strategic plan and vision using participatory planning processes, in relation to the use of their ILUA-derived income streams and other project related opportunities.
  • Undertake mapping to ensure groups make informed decisions based on clear understanding of existing services, as well as general strengths, weaknesses, risks and opportunities.
  • Coordinate implementation of the plan and contribute to its refinement and development through participatory monitoring, evaluation and learning.
  • Facilitate the establishment, operation and ongoing refinement of locally appropriate governance arrangements including, as relevant, corporate and trust structures, which enable NTHs to achieve short, medium and long-term development outcomes. Advice from external experts to inform this work will be sought as required.
  • Build the capacity of NTHs to engage with governance structures and effectively apply their income for the sustainable benefit of current and future generations, including through the provision of accessible information on income status and projections, and the progress and outcomes of funded initiatives.
  • Contribute to the development and refinement of specific projects as relevant to native title holders plans and objectives;
  • Research, review and provide information and options to groups concerning their community development priorities, including potential partner organisations to support their projects;
  • Establish and maintain collaborative relationships with NLC Council members, constituents, and other Branches.
  • Work collaboratively with other members of the Project Sea Dragon ILUA Project Committee to achieve shared objectives.

About You

To thrive in this role, you will have:

  • Tertiary qualifications in community development, project management or another relevant field.
  • Experience working in an Aboriginal or community development context, involving capacity building, governance and/or participatory planning methods.
  • Highly developed interpersonal and cross-cultural communication skills.
  • Experience in capacity building on leadership and governance.
  • Excellent project management skills, including the ability to effectively coordinate across diverse teams and organisations.

Remuneration and Benefits:

  • 2 Year Fixed Term Contract
  • Location: Kununurra
  • Salary: $90,619 to $118,142 per annum (pro rata for part time employees)
  • Allowances, e.g. district allowance and airfare allowances
  • FBT exempt salary packaging benefits pay
  • 13% superannuation contribution
  • 5 weeks annual leave (pro rata) & 17.5% annual leave loading
