About Pacific Region Infrastructure Facility (PRIF)

PRIF is multi-partner coordination and technical assistance facility for improved infrastructure in the Pacific. The PRIF development partners are the Asian Development Bank, Australian Department of Foreign Affairs and Trade, European Union, European Investment Bank, Japan International Cooperation Agency, New Zealand Ministry for Foreign Affairs and Trade, United States Department of State and the World Bank Group.

What PRIF does

PRIF helps meet Pacific infrastructure challenges by improving the quality and coverage of infrastructure. We do this through:

  • Helping our 13 Pacific member countries identify priority national infrastructure project pipelines
  • Facilitate coordination among donors as well as with Pacific countries and key stakeholders
  • Identify gaps and help build capacity in infrastructure planning and management
  • Help find best practice/technology solutions to infrastructure issues and act as a knowledge hub

SCOPE OF WORK

The Pacific Region Infrastructure Facility (PRIF) is seeking applicants to undertake Phase IV’s Mid-Term Evaluation in Q2, 2022.

The review process will include four key phases, including:

  • Phase 1: Rapid document review and develop MTR Plan
  • Phase 2: Background documentation review
  • Phase 3: External consultation/primary data gathering (inclusive of 2-3 case studies)
  • Phase 4: Analysis, findings, and recommendations

The assignment will be undertaken remotely.

Minimum Qualification Requirements

  1. Demonstrated experience as a senior monitoring & evaluation specialist, with applied experience on infrastructure, capacity building or technical assistance programs
  2. Demonstrated experience leading qualitative research assignments and teams on politically complex topics
  3. Experience undertaking participatory / utilisation-focused evaluations applying international standards for evaluation, including use of the OECD DAC evaluation criteria
  4. Demonstrated experience delivering high quality analytical reports for international donor
  5. Development programs and agencies, ideally experienced in reporting for DFAT, MFAT and/or the ADB
  6. Experience conducting research remotely
  7. Research experience pertaining to the Pacific, on relevant international development topics
  8. Relevant post-graduate qualifications in development issues / governance and policy development / economics or similar
