About the project

The Australian Humanitarian Partnership (AHP) consortium in Vanuatu, is a five-year (2017-2022) partnership between Australian Government and Australian NGOs, who implement disaster response and disaster preparedness programs through local counterparts.

The AHP Consortium in Vanuatu consists of Action Aid (implementing partner for Plan International), CAN DO (the implementing partner for Caritas Australia), CARE, Oxfam, Save the Children and World Vision. Save the Children is the Vanuatu country coordinator for the AHP Consortium and provides partnership coordination, MEAL, and communications support to all partners.

The program is targeting 5 of Vanuatu's 6 provinces: Malampa, Penama, Sanma, Shefa and Tafea. It is estimated by the National Disaster Management Office (NDMO) that 159,474 people in these provinces were impacted by TC Harold and up to 248,000 people across Vanuatu are affected by the economic impact of COVID-19[1]. AHP Partners have projected to reach 56,887 people (26,204 men and 30,683 women) in WASH, Food Security and Livelihoods, Health and Protection related activities.

The AHP COVID-19 Phase 2 program is responding to the compounding effects of both COVID-19 and Tropical Cyclone Harold on the food and economic insecurity faced by households across the country and the risk that economic and other stress may result in increased violence towards women and children. Five of the six AHP Consortium members are implementing activities under this program: Action Aid, CAN DO, CARE, Save the Children and World Vision.

The program commenced in September 2020 and will finish in March 2022. Total funding for all partners is $4 million AUD.

Where you come in:

In this consulting assignment (up to 45 days between October 2021 - March 2022), the consultant's primary responsibility will be to develop and conduct the AHP's COVID-19 End of Program Evaluation. The consultant will also be expected to produce a Final Report detailing their findings and support the planning, designing and co-facilitation of a National Learning Event. The consultant will be expected to work together with the Evaluation Steering Committee and the Shared Services Team to finalise and frame evaluation questions and final methodology. The methodology will include participatory approaches and incorporate Do No Harm principles, and the consultant will need to combine aspects of Program design, basic humanitarian principles and DFAT / AHP areas of focus.

This role requires:

• Individual Consultant or Research Organisation/Consultant Agency (locally based or remote)
• Bachelor's degree or higher
• At least five (5) years' work experience demonstrating strong knowledge or understanding of research, project management and M&E
• Demonstrated experience in developing a plan to conduct research, including methodology, tools, and timelines
• Strong gender analytical research skills
• Sound understanding of Humanitarian action, with a particular focus on Disaster Risk Reduction.
• Excellent research and report writing skills in English
• Fluency in English
• Demonstrated ability to deliver project outputs on time
• Demonstrated ability to effectively coordinate teams of local enumerators in data collection
• Experience of working in the Pacific

Desirable

• Fluency in Vanuatu's national language (Bislama)
• Experience in Research and M&E for Emergency Response Programs
• Experience of coordination and conducting an evaluation remotely
• Familiarity of the AHP and / or working with consortiums a considerable advantage
• Educational background in research and monitoring and evaluation, will be an advantage.
• Familiarity with Vanuatu government structures and systems
