Localisation Initiative Consultant - Pacific-based

About the project

The objective of this study is to identify how Save the Children can engage more effectively with local partners in the Pacific around program implementation and emergency preparedness and response.

A projected outcome of this study is that Save the Children is better able to identify which local partners we could work with in implementation of programs, as well as knowledge of what support they require to implement work more effectively.

This role requires frequent interactions with SC Vanuatu, SC PNG, SC Solomon Islands staff and their partners and stakeholders, which may include local and national government representatives, community-based organisations (CBOs), national/local NGOs. Also involves some interaction with SC Australia Humanitarian team members.

Where you come in

In this consulting assignment you will:

  1. Complete a desk review of past capacity building activities in the Pacific (from all significant actors, not limited to Save the Children), drawing out lessons to be learned from what did and did not go well, to inform successful future capacity building efforts
  2. Documenting what Save the Children is doing with local and national governments and local/civil society organisations in the Pacific for learning (existing operations)
  3. Mapping of local partner capacity and capability
  4. Survey of local partners' perception of Save the Children
  5. Assessment and recommendations regarding what investment (financial and human resources) will be needed to improve partnership with local actors and the impact of such an investment on quality services
  6. Identify opportunities to work with new local partners and build the capacity of partners and/or the local system, in consultation with Save the Children offices as well as potential partners

This role requires:

EssentialQualifications and Experience:

  • Must have worked in the Pacific (country, regional organisation, pacific NGO)
  • Must understand the key policies of the relevant governments (e.g. in relation to NGOs role, etc)
  • Post graduate degree holder with minimum 5 years' experience in similar type roles
  • Must be able to deliver quality, succinct and timely reports

Desirable:

  • Pacific islander who has undertaken similar type work in the past (engaged with both international and national NGOs/CS bodies
