Program Development & Quality Director - Port Moresby

Save The Children

We operate high quality, results-oriented humanitarian programs in the Pacific, to support children and their families in times of both crisis and peace. Save the Children has been supporting communities in Papua New Guinea (PNG) for more than 40 years, working across all regions, and are committed to be a platform for transformative and lasting change for children, their families and their communities.

Save the Children is no ordinary not-for-profit.

We're ambitious, creative and outspoken. We stand up for children's rights. We want all children to be educated, healthy and live a life free from violence. We run programs in PNG and overseas and, if there's a disaster - like an earthquake, drought or conflict - we are there on the ground.

Where you come in:

In this full-time, permanent position, based in Port Moresby you will work on defining and pursuing the strategic direction for Save the Children's programs in PNG, ensuring the relevance, strategic coherence, and impact of our programs for children. You will be part of our International Programs team and report to our Country Director, PNG.

You will make an impact by:

  • Providing leadership, strategic vision and direction to the PNG country program as a member of the Senior Management Team (SMT)
  • Leading the SMT to drive forward the Country Strategy Plan (CSP) that is in line with the global strategy, Ambition 2030, with child rights at the core of all programming and advocacy work
  • Identifying and responding to the unique support needs of both expatriate and national staff in PNG
  • Leading the design and proposal development of cost effective, innovative, high quality and child informed emergency and development programs
  • Ensuring the provision of high-quality technical assistance and capacity building to all PNG country office programs, projects and staff by managing all internal and external technical assistance
  • Developing and implementing a robust Monitoring, Evaluation, Accountability and Learning (MEAL) system in PNG

Does this sound like you?

You're a highly experienced and evidence-based strategic portfolio leader who has experience and knowledge in the Pacific context. Building staff capacity where learning is used to inform programs. Your experience has seen you contribute to program design, implementation, and developing a robust MEAL system. Your outstanding communication skills, flexibility and resilience will see you achieve great outcomes for vulnerable children whilst working across our program delivery teams and stakeholders.

This role requires:

  • Significant experience leading strategic planning, program design and proposal development

  • Strong representation and influencing skills
  • Conversant with diverse monitoring and evaluation methodologies, operational research approaches and integrated MEAL systems
