Background

Since its inception in 2017, the DFAT-funded Australian Humanitarian Partnership (AHP) has implemented more than 40 rapid and protracted disaster responses. A range of consortium models have been utilised within these responses, both between AHP ANGOs, and with their local partners in country.

AHP evaluations have primarily focused on assessing program outcomes or reviewing the process by which the successful responses were selected. A valuable opportunity also exists to examine the various consortium models which have been used within the AHP in order to identify the strengths and weaknesses of each model. The assessment would examine their relative efficiency, effectiveness and support for localisation.

This information would be valuable to inform the design refresh of AHP, and Disaster READY 2.0, and to support DFAT and the ANGOs to select the appropriate consortium model/s for future activations. The review could also support learning more broadly in the humanitarian sector.
