About the Role

The Program Quality and Compliance Manager is positioned within UNICEF Australia’s International Programs team and will be primarily focused on the Directly Supported Programs portfolio. The role will work closely with the Director and Heads of International Programs to strengthen the quality of International programs, ensure ongoing compliance with regulatory standards and the continued strong relationship with the Australian development sector including DFAT and ACFID.

Other Key Responsibilities

  • Oversee the regular review and implementation of International Programs (DSP) policies and procedures
  • Monitor and support ongoing DFAT and ACFID compliance including preparation for re-accreditation
  • Coordinate ANCP grant management and ACFID CSA reporting
  • Facilitate IP departmental risk identification and monitoring including Annual Partner Risk / Due Diligence Audits
  • Undertake regular audits and review of program and partner management processes and documentation including HACT audits
  • Provide mentoring and support to Programs Coordinators and Country Office partners to improve quality of DSP DME, including application of cross cutting issues
  • Oversee DSP evaluations, contribute to Terms of Reference, consultant selection and review of results
  • Consolidate and compile reporting information and data across the DSP Thematic Programs
  • Facilitate the Annual Effectiveness Review and Performance Reporting process
  • Maintain an understanding of the Australian NGO sector and relevant standards / best practice by attending industry trainings, briefings and through ongoing professional development

About You

  1. Relevant tertiary qualifications in International Development or similar
  2. Experience in International Development programming, ideally with 4+ years in a direct Program Design, Monitoring and Evaluation role and/or in managing compliance obligations
  3. Understanding of Australian development sector standards, with direct experience in assisting organisations to meet DFAT accreditation and ACFID Code of Conduct standards
  4. Expertise in analysis of data/program information and demonstrated capacity to synthesise and communicate results and recommendations
  5. Experience in supporting, coaching and building capacity of less experienced development professionals
  6. Understanding of key risks and mitigation measures relevant to international programming and working with children (including terrorism financing, fraud, child safeguarding and PSEA)
  7. Strong inter-personal, team, and cross-cultural consultative skills
  8. Ability to analyse information and communicate clearly through written and verbal channels
  9. Commitment to the rights of children and a demonstrated alignment with the mission of UNICEF
