The Executive Manager, Policy will support VACCHO’s Executive to lead VACCHO’s policy development, advocacy and campaigning, which includes supporting VACCHO to maintain relationships with Ministers, Parliamentarians, senior civil servants and sector stakeholders. The Executive Manager - Policy will contribute to VACCHO being a strong voice for Aboriginal Community Controlled Organisations and influencing policy across the range of health issue areas. The position is also responsible for managing the secretariat functions of the Aboriginal Health and Wellbeing Partnership Forum, Koori Caucus and associated working groups.

The Executive Manager- Policy role will be expected to lead specific projects, contribute to the strategy of the organisation, lead and develop the Policy team members. The Executive Manager will work closely with Executive Directors and staff in their business units to guide their policy and advocacy positions.

Key responsibilities include:

  • Work closely with VACCHO’s Executive to ensure that VACCHO is a strong voice, publicly and politically, for Aboriginal Community and Aboriginal Community Controlled Organisations.
  • Support the production of VACCHO’s policy, advocacy, and campaign documents such as reports and position papers.
  • Build relations with the Victorian Department of Health and other relevant Ministries to advance the provision of health services for Aboriginal and Torres Strait Islander people.
  • Build relations with Members of Victoria’s Elected Representatives who have interests in health and wellbeing policy, gaining their support for VACCHO’s advocacy.
  • Build relationships with other organisations in the health sector, gaining support for VACCHO’s objectives.
  • Where possible participate in government working groups and committees to represent VACCHO’s positions and influence government policy and programs.
  • Lead, support and develop team members by providing appropriate levels of direction and feedback, advice and support, training, coaching, and mentoring as required to ensure staff are set up to succeed.
  • Oversee the effectiveness of the Policy team by providing clear guidance and direction on workplans and team goals and modelling appropriate behaviours and engagement.
  • Create an inspiring way of working for the team, role modelling open communication and empathetic people leadership.
  • Manage relevant funding contracts including reporting.

Knowledge and Experience

  • At least 4 years’ experience working in policy development.
  • At least 4 years’ experience working in campaigning and advocacy with a record of influencing policy.
  • Exceptional stakeholder-engagement, relationship-building, negotiation and influencing skills.
  • An understanding of legislative and policy making processes and structures within Victoria and Federally.
  • Knowledge of the health sector and policy in Victoria and Federally.
  • Excellent writing skills.
  • An ability to comprehend and analyse laws, policy and research to inform VACCHO’s advocacy and campaigns.
  • Proven project management experience using highly participative and collaborative consultation skills.
  • Experience of mobilising stakeholders, such as communities or partners, in advocacy and campaigns.
  • Experience managing staff and budgets.
  • Good planning and organisational skills.
  • Demonstrated proficiency and experience using Microsoft applications (e.g., Microsoft Word, Excel, Outlook, Project Management) combined with a high level of accuracy and attention to detail.

  • Good public speaking skills.

Highly Regarded

  • Demonstrated knowledge, understanding, and commitment to Aboriginal and/or Torres Strait Islander peoples, cultures, and health.
  • Demonstrated understanding of the philosophy and practice of Aboriginal Community Control.
  • Demonstrated ability to work with Aboriginal peoples, Communities, and organisations, in a culturally safe, and appropriate, manner.
  • Demonstrated understanding of LGBTQIASB+ issues and experience with LGBTQIASB+ people via professional engagement, employment or lived experience.
