About the Role

This position will be accountable for providing change leadership and project management of Western Victoria PHN’s new Place Based Commissioning Strategy.

This new strategy will support the maturation of Western Victoria PHN to further become an outcomes focused, integrated, place based commissioning organisations.

While this role will be driven from the Operations directorate, it will support change (relating to the place-based commissioning strategy) across the organisation. As well as working across directorates this role, with the support of the Director of Programs, will engage the PHN executive team and broader management team. This will be to ensure commissioning becomes a whole of organisations activity 

To undertake this role change management skills, project management skills and stakeholder management skills will be required.

Duties

Strategy

  • Actively contribute to iterative updates of WVPHN Outcomes and Place-based Commissioning Strategy with the Director of Programs
  • Work with internal stakeholders to drive the transition and change required to operationalise the Place Based Commissioning Strategy

Stakeholders

Internal

  • Actively lead the work with all relevant PHN teams to drive and coordinate the implementation of the Place Based Commissioning Strategy

External

  • Coordinate and pursue relevant PHN teams and individuals to complete stakeholder engagement activities as determined by the PHN Engagement Strategy and Communication Strategy for Place Based Commissioning Strategy implementation

Leadership and Line Management

  • Actively contribute as a Programs leadership group member, 5 members in total, to support the implementation of the Place Based Commissioning Strategy, the broader objective of WVPHN and the specifics objective of the Programs teams
  • Where internal secondments or recruitment can occur: Accountable for clarification of duties, providing guidance and delegation of work to meet role objectives

Other Specific 

  • Project management: Responsible to develop, continuously review, and own project documentation for the implementation of the Place Based Commissioning Strategy
    • Implement project phases and pursue relevant internal stakeholders where they are responsible for actions/activities. Key phase area will include Internal transition and change; program business Intelligence (IT and data system review and change); commissioned service redesign, external engagement and communication strategy development, agile procurement 
  • Change Management: Responsible to plan, engage, gain approval then pursue agreed actions to support the Placed Based Strategy across all directorates
    • Ensure activities are aligned to the Placed Based Strategy. 
    • Engage the executive and management teams so decision making on changes can occur 
    • Provide guidance to the executive and management team on how they can enact appropriate transition and change strategies within their teams 
  • Program Business Intelligence: Coordinate the review, next step plans and development of implementable actions to ensure all required commissioned program data is captured during the transition of the Place Based strategy with fit for purpose IT systems. Ensure IT systems maintain relevance as the Place Based strategy becomes embedded 
    • Actively engage and coordinate the relevant WVPHN Health Intelligence teams, IT teams, and contracted third party vendors 
  • Program Business Intelligence: Responsible to gain in-depth Commonwealth Strategic Data understanding and insights to ensure commissioned programs and PHN meets all Commonwealth reporting requirements 
  • Engagement: Coordinate the update of PHNs Engagement Strategy and Communication Strategy to include Placed Based Strategy opportunities for co-investment, co-commissioning, and collaboration with the PHN
    • Actively engage and coordinate the relevant PHN Strategy and Engagement teams for completion the Engagement Strategy and Communication Strategy 
    • Actively engage and coordinate identified internal stakeholders to undertake their activities as per the Engagement Strategy and Communication Strategy
  • Agile Procurement: Coordinate engagement between Corporate Service teams and Operation teams in support of development of agile procurement process 
  • Ensure compliance with PHN Data Governance and Privacy Policies and procedures
  • Other duties as required

Skills & Experience

Essential:

  • Tertiary level qualifications in;
    • change management, project management or,
    • health related discipline or, 
    • community related discipline - Health Promotion, Health Social Sciences or Health Service Planning, Public Health, community development or related discipline
  • 5 years demonstrated success in change management and/or project management roles with significant experience in delivering on strategic and operational objectives.
  • 5 years demonstrated leadership experience in working with a range of stakeholders to influence change
  • Significant experience with, and a passion for, collaboration and effective teamwork within an organisation.
  • Demonstrated orientation as an operational and outcomes focused individual that can work autonomously 
  • Sophisticated interpersonal and communication skills, both oral and written 
  • Extensive understanding, or ability to rapidly learn, the commissioning cycle in a Primary Health Network context  
  • Ability to align with Western Victoria PHN values in all areas of work.

Desirable:

  • Previous experience in managing program level data and IT systems
