In November 2020, the Victorian Government announced a historic $5.3 billion towards the construction of 12,000 new homes over the next four years as part of the Big Housing Build.

A key initiative of the Big Housing Build is to support the growth of homes for Aboriginal Victorians by 10%.

Under self-determination principles, many of these homes could be owned and managed by Aboriginal Community Controlled Organisations (ACCOs), or ACCOs could explore other models that best suited their organisation and their community, including partnering with mainstream registered housing agencies.

About the role

Critical to the success of the Homes for Aboriginal Victorians initiative is the recruitment of a Partnership Development Officer.

The Partnership Development Officer will work collaboratively with ACCOs and registered housing agencies to encourage partnership formation and support those ACCOs interested in becoming registered community housing providers.

The role will be jointly managed by Aboriginal Housing Victoria (AHV) and Community Housing Industry Association Victoria (CHIA Vic) and comes with salary packaging and generous tax concessions.

Key responsibilities

• Identify requirements and opportunities for Aboriginal organisations to directly participate in the Big Housing Build Aboriginal program of works.
• Engage with ACCOs and mainstream registered housing agencies to encourage partnership formation
• Work with the community housing sector and ACCOs to uncover opportunities to create partnerships to gain access to the Big Housing Build
• Identify and resolve issues in partnership formation and development delivery
• Identify and support ACCOs who are interested in exploring registration as a housing agency
• Participate effectively in appropriate Aboriginal Big Housing Build reference group, AHV and CHIA Vic meetings
• Provide progress updates to the Aboriginal Housing and Homelessness Forum
• Work closely with CHIA Vic and AHV Policy and Communications teams to develop promotional and information resources

Skills and experience

• Awareness and appreciation of Aboriginal societies and cultures and an understanding of the issues affecting Aboriginal people in contemporary Australia and the diversity of circumstances of Aboriginal people
• Proven track record in liaising between mainstream and Aboriginal Community Controlled Organisations to improve outcomes for Aboriginal people in Victoria
• Demonstrated experience building and maintaining positive, productive and mutually beneficial working relationships with a diverse range of stakeholders
• Demonstrated experience in supporting partnership development
• Excellent communication skills, both verbal and written
• High level interpersonal skills, with a demonstrated capacity to work collaboratively with peers, staff and other stakeholders, and exercise influence in a range of contexts
• Ability to work independently, including capacity to exercise effective personal judgement
• Knowledge of the Victorian housing and homelessness landscape is highly desirable, but not essential
• Knowledge of working with regulatory systems in Victoria is highly beneficial, but not essential

The Partnership Development Officer will be employed by AHV but based at CHIA Vic.

Aboriginal Housing Victoria (AHV) is an Aboriginal community organisation responsible for managing more than 1,500 rental properties for Aboriginal and Torres Strait Islander people living in Victoria.

AHV’s vision is to ensure that Aboriginal Victorians secure appropriate, affordable housing as a pathway to better lives and stronger communities.

In addition to being the largest Aboriginal Registered Housing Agency in Australia, AHV is the lead agency for Victoria’s Aboriginal housing and homelessness policy, Mana-na worn-tyeen maar-takoort.

The Community Housing Industry Association Victoria (CHIA Vic) is the peak body representing not-for-profit community housing organisations in this state.

CHIA Vic’s role is to advocate on behalf of members to government and other relevant bodies and provide advice, resources, and training to the community housing sector. Community housing in Victoria is provided by a large and diverse range of not-for-profit organisations. These organisations own and manage over 20,000 tenancies in Victoria across the regulated and independent sectors.
