The Australian Centre for Career Education (ACCE) Head of Teaching and Learning is a dynamic and progressive RTO Manager focused on the growth and development of the CEAV Institute (RTO 22523) the training division of ACCE. This is a full-time position based in Greensborough, Victoria.
About Us
The ACCE was established in 1975, as a not-for-profit educational charity and has a continuous history of providing quality teaching and learning programs in career development. This role is a senior position within the organisation as Head of Teaching and Learning incorporating the RTO Manager position. The ACCE is a member-based association and has 850 members, 123 are students of the CEAV Institute. The ACCE has members from a wide range of educational settings, including but not limited to schools, TAFE, higher education, employment agencies, other RTO’s, government departments and career practitioners in private practice.
The Opportunity
An exciting opportunity has arisen for a dynamic leader to join the ACCE team as our Head of Teaching and Learning / RTO Manager. The RTO Manager will deliver excellence in our accredited and non-accredited training programs and be responsible for the business growth and development.
As the RTO Manager, you will report to the CEO and be responsible for managing the day-to-day and strategic operations of the RTO. The RTO Manager will:
- Promote the CEAV Institute and work with the ACCE Management team to grow and establish it as the provider of choice for career development training across Australia.
- Manage and maintain CICA Endorsement for ACCE National Training courses.
- Maintain high professional standards for the design and development of quality training and courses.
- Ensure its VET courses meet the Standards for RTOs and Funding Contracts such as Skills First.
- Monitor the quality of training and assessment via industry consultation, validation and student feedback.
- Manage a team of qualified and experienced Trainers and Assessors by providing guidance and instruction.
- Increase student enrolments throughout the current Strategic Plan period.
To be successful in this role, you need to be an accomplished RTO Manager with 5 years’ experience in a similar management or senior role within an RTO, with extensive hands-on experience leading and managing the business operations and training delivery of an RTO.
You will be a confident, self-motivated, skilled communicator and professional who can hit the ground running.
A fixed-term 12-month contract will be offered to the successful candidate in the first instance with potential for ongoing employment.
About the Role
- Manage quality compliance and risk, including internal audits of all RTO processes in accordance with ASQA requirements, contractual obligations and RTO risk management and quality frameworks.
- Oversee the delivery of engaging training in a hybrid and / blended environment for a range of learner abilities.
- Conduct Training and Assessments in line with CICA Professional Standards, Code of Ethics and Training Package requirement.
- Manage trainers and assessors by modelling quality practice and continuous improvement to ensure achievement of the RTO’s goals.
- Monitor records in the trainer portal and prepare and complete the Annual RTO Declaration.
- Lead industry and stakeholder consultation to facilitate relationship building and collaboration between relevant stakeholders for successful placement.
- Support trainer/assessor continuing professional development and contribution by the ACCE team to career development practice, articles and research for members and the community.
- Work with ACCE Managers to maintain and develop new and existing stakeholder relationships.
- Work with the Operations Administration team to ensure compliance to provide the required level of support to the Institute staff and students.
- Ensure adherence to timelines on student assessments and policies and procedures of the RTO.
- Any other duties, projects and regular reporting reasonably requested that contribute to the success of the organisation.
- Development of new and innovative online and face to face accredited and non-accredited courses.

Position Requirements, Knowledge, and Experience
- 5 years’ experience in a similar management or senior role within an RTO.
- Extensive knowledge of RTO Compliance matters relating to ongoing RTO Registration.
- Proven ability to manage and lead training and assessment staff.
- Ability to oversee VET qualifications, extension to scope projects, accredited and non-accredited workshops and undertake validation.
- Experience ensuring the quality of delivery and assessment.
- Able to mentor trainers and assessors in quality training in a blended environment for a range of learner abilities.
- Ability to conduct Performance Reviews and Performance Management of all direct reports in relation to RTO management.
- Capable of designing and support the development of Strategic Plans for an RTO environment.
- Competent in the use of on-line platforms such as Moodle, VETrak or other LMS. Oversee the management of day-to-day operations of the CEAV Institute.
- High Level communication skills both oral and written and experience managing a range of staff skill sets to ensure that professional conduct is maintained at all times.
- Extensive networks in the VET sector or Adult and Community Further Education.
- Proven ability in an online learning environment and instructional design.
- Ability to work autonomously and lead a team.
- Extensive experience in the delivery of careers education assessment and reporting.
- Knowledge of Workplace Health and Safety and Risk Assessments.
- High level time management and organisational skills as well as acute attention to detail and accurate records for Regulatory Bodies compliance requirements.

Essential Qualifications and Certifications
The role will suit you if you are passionate about training and compliance and have the following experience and qualifications:
- A CICA endorsed career development qualification at Masters or Graduate Certificate Level 8, preferred but not essential
- Bachelor’s Degree in Education
- TAE40116 Certificate IV in Training and Assessment or qualification in adult learning
- Registered on the CICA National Register of Career Development Practitioners or capacity to register
- Member of a CICA member association at Professional level
- Full Australian drivers’ licence
- Current Working with Children Check and Clear National Police Check or
- Current VIT
