Job description:

The Accounts Officer is directly accountable to Dr Monique Ryan, Federal Member for Kooyong. This position requires a high degree of loyalty, confidentiality, and the highest ethical standards.

The Accounts Officer is responsible for managing the accounts of both the electorate office and Kooyong Independent Limited. It will include managing the accounts, budgets and reporting requirements in accordance with the Parliamentary work expenses framework and other legislative requirements.

This role is responsible for the bookkeeping, budgeting, and reporting requirements of Kooyong Independent Limited. This role is also responsible for oversight of Parliamentary travel and related expenses for the Member and other staff.

On 21 May 2022, the voters of Kooyong made a historic decision to support an Independent community representative, a fresh voice committed to urgent action on climate change, embracing the economic benefits of the transition to renewable energy, and support for integrity in politics. 

Tasks and Responsibilities:

Office Accounts Management

  1. Management of Parliamentary office budget and expenditure with the Member for Kooyong and Office Manager, in accordance with Parliamentary guidelines and processes.
  2. Oversight of management of travel expenses for the Member for Kooyong and team, in accordance with Parliamentary guidelines and processes.
  3. Management of Electoral Office Support Budget and Budget reports, in accordance with Parliamentary guidelines and processes.
  4. Provision of assistance to Office Manager in the administration of staff budget and expenditure/allowances. Account Officer - Position Description – October 2023
  5. Establishment of a new system for staff expenses and reimbursement, training and oversight of all staff regarding correct procedures.
  6. Maintenance of gift register in conjunction with the Office Manager to monitor incoming and outgoing items.

Kooyong Independent Account Management

  1. Management of Kooyong Independent Limited bookkeeping, including donation receipts and expenditure.
  2. Development and maintenance of real-time accounting procedures for Kooyong Independent.
  3. Establish a new system for all expenses and reimbursements for Kooyong Independent.
  4. Preparation of end-of-year accounts.

Other Duties

  1. Ensure activities are coordinated with the Office Manager.
  2. Ensure compliance with all WHS requirements and other electorate office policies.
  3. Act to maintain and improve office systems and processes.
  4. Other tasks as directed by the Member or Office Manager.

Skills and Experience

  1. Track record in bookkeeping and records management.
  2. Familiarity with bookkeeping and records management software including Xero.
  3. Excellent written and verbal communication skills.
  4. Ideally, knowledge of Australia’s political system and financial reporting obligations.
