The Aboriginal Self-determination and Outcomes Division was created to drive self-determination and reform for a whole-of-system response to improve outcomes for Aboriginal Victorians. The division is responsible for supporting the department's implementation of the Victorian government’s commitments to self-determination and Closing the Gap, responding to the Yoorrook Justice Commission, leading preparations for treaty readiness and negotiations, and delivering culturally safe services. It works to elevate the voice of Aboriginal communities through engagement across the state and to monitor its overall performance with community.
The Aboriginal Truth and Treaty Branch brings together the departmental priorities of truth-telling through the Yoorrook Justice Commission and Treaty. It is responsible for preparing the department for both priorities, in alignment with the principles of the Yoorrook Justice Commissions inquiry and the legislated Treaty Elements.
The Executive Treaty Coordinator will lead a team supporting the department’s coordination and engagement with the Victorian Treaty process, including input into the State’s Treaty negotiation strategy and developing Treaty content.
The position will require a thorough working knowledge of Victorian Treaty processes, as well as a combination of policy, program, and project management expertise, a strong understanding of government, public administration, and decision-making within an evolving self-determination framework, effective stakeholder engagement, and effective briefing of multiple executive stakeholders. Strong negotiation and collaboration skills are essential, as is knowledge of governance processes, and a commitment to the rights of First Peoples in Victoria, including cultural rights, self-determination, Treaty, and Truth.

The ideal candidate must be a strong communicator who relates to and sees issues from the perspective of people from a diverse range of cultures and backgrounds.
You must have proven experience with use of analytical and conceptual skills to reason through problems with an appetite for creative ideas and a vision for championing innovation within this project. With rational and sound decisions based on considering the facts and alternatives, you must be comfortable making tough decisions quickly, sometimes with incomplete information, with due care given to both the rational and emotional elements of complex situations.
