As the Manager of Policy and Programs, you will play a crucial role in advancing our mission by leading the development and implementation of policies and programs that drive positive change in the disability sector. Lead and manage the delivery and monitoring of QDN’s programs & policy work including planning, engagement, reporting, communications and risk management that deliver successful outcomes within scope and budget.
Undertake effective engagement with people with people with disability, family/carers and other key stakeholders to inform QDN’s policy work and activities.
Lead complex independent analysis, anticipate and identify policy issues, and report on trends across multiple intersecting content or thematic areas to provide the evidence and knowledge base that will inform our policy and advocacy agenda with a key focus on diverse issues impacting people with disability.
Lead on member engagement strategies to inform policy and harvest key themes, such as the design, delivery and evaluation of workshops and events, both in person and virtually.
Pro-actively lead negotiations to deliver new funded programs and key strategic policy work that align with QDN’s Strategic Plan and its mission, vision and goals.
Establish and manage productive working relationships with key stakeholders including government, community, and voluntary organisations and people with disability and their supporters.
Ongoing development and oversight of the format, content, processes and resources of project and policy activities, outputs and outcomes.
Coordinate internal resources and leading teams of project and policy staff and QDN members who have taken on formal roles within projects and policy to deliver outcomes.
Responsibility for the recruitment, selection, employment, and orientation of project and policy staff and volunteers and effectively manage project staff performance, ensuring the completion of probation and performance reviews, updating of position descriptions and duty statements.
Undertake key responsibilities with regards to organisational reporting, meetings and other internal processes and compliance with relevant State and Commonwealth legislation and frameworks including QDN’s Quality Management System, NDIS Quality and Safeguards and Queensland Human Rights Act.
Other duties as directed by the CEO.

QDN’s work is centred around a strong state-wide network of people with disability across Queensland, to inform, connect, lead, and influence change to deliver an inclusive Queensland community.
QDN undertakes systemic advocacy and policy work, runs an industry consulting practice (QDeNgage), and delivers funded projects, all aligned with QDN’s vision, mission, values and principles.
The position is based in Brisbane; however travel will be required.
QDN operates under the Social, Community, Home Care and Disability Services Industry Award 2010 and the position is paid as a Social and Community Services Employee, Level 7.1 for up to 38 hours per week.
The appointee must have the ability to gain a cleared National Police History Check and possess a current Queensland Driver’s Licence.
The appointee must ensure that they hold and keep current the required registration to perform in the role (e.g. yellow or blue card, AHPRA, driver’s licence) and advise QDN of any change in circumstances that may impact on the continuation of their registration or licence.
