Key Responsibilities
- Project management of external contractors.
- Monitor service delivery and/or quality standards as per the applicable legislation and regulations.
- Oversee and monitor the community program, services, and budgets.
- Deliver minor, moderately complex, and complex projects, including adherence to organisational procurement policies.
- Manage a large program of projects, adhering to project management methodology and consistently delivering projects on time, within budget, to agreed quality and with high level stakeholder satisfaction.
- Facilitate the collaborative development of services that incorporates all stakeholders inclusive of internal staff, external stakeholders and community that are cost effective, practical, and meet community expectations.
- Use skills, judgment, and experience to prepare:
- Project briefs and project scoping documentation
- Needs analyses
- Options reports
- Feasibility studies
- Planning reports
- Estimates of cost
- Internal delivery documentation
- Tender documents
- Consultancy briefs
- Risk/opportunity assessments
- Coordinate all aspects of funding and grant applications and agreements, inclusive of reporting, acquittals, and stakeholder management.
- Provide expertise, project direction and support to the Community and Planning Directorate and other groups to deliver project outcomes.
- Competence and experience in managing a number of projects simultaneously.
- Operate as a subject matter expert and provide advice, articulating concepts in ‘Plain English’, ensuring clarity and consistency of advice.
- Liaise and negotiate with government departments, consultants, contractors, and council staff to ensure the effective design and delivery of projects and services.
- Supervise, mentor, coordinate and review/evaluate activities carried out by contractors and council staff.
- Ensure compliance with all relevant safety and environment codes, standards, acts, regulations, policies, and procedures.
- Ensure effective record management of all documentation.
Key Selection Criteria
- Extensive history in managing/supervising a diverse team of staff to deliver projects and services to organisational priorities.
- Demonstrated experience in managing community services and projects across the life course.
- Well developed written, oral and communication skills.
- Proven track record in developing key documents, business cases, tender documentation, and reports.
- Proven track record in managing conflict and complex stakeholder relationships.
- Proven track record in providing support for the Director.
- Proven track record in leading a collaborative team culture and driving a customer focused service.
