Salary Offering: Competitive salary to be negotiated with successful candidate. Plus 10.5% superannuation (11% from 1 July).

Office Locations: High Street, Preston.

This role is full-time fixed term until 30 June 2025.

This position may require regional and very occasional interstate travel.

OVERVIEW OF THE ROLE:

As DCEO, you will be responsible in ensuring mechanisms are in place to support high standards of internal and external governance.

The position deputises for the CEO in the CEO’s absence and requires effective management, leadership and development of staff and resources within the section as well as contribution to broader organisational leadership, participation in formulation of strategic directions and plans, developing partnerships and securing new funding, setting priorities and advising on resourcing.

You will provide advice and recommendations to other members of the Executive Management Team and the Board to ensure it can effectively perform its governance and fiduciary duties.

KPIs, Duties & Responsibilities:

  • Directly and through appropriate delegation:
    • Manage, guide, mentor and where appropriate, train staff in the relevant section
    • Provide appropriate information to the Board and management to ensure excellent governance and management of the organisation
    • Oversee the work of all subordinate staff directly and/or indirectly through appropriate delegation.
  • Directly and through appropriate delegation oversee the preparation of appropriate materials to ensure all compliance, accountability and fiduciary responsibilities are met.
  • Ensure adherence to all relevant organisational policies with a particular focus on good governance and management, the meeting of quality and accreditation standards and that there is good quality service delivery and stakeholder engagement.
  • Ensure that the organisation and its staff meet their professional and ethical obligations, adhering to all legislative and contract requirements.
  • Deputise for the CEO, as required.
  • Build and foster strong partnerships with the legal assistance, government and Aboriginal community controlled organisation sector, including developing and securing funding for strategically important initiatives for VALS.
  • Provide input on the development of the Executive and Corporates Services budget and manage its implementation.
  • Support the Policy and Communications work of VALS.
  • Initiate, develop and maintain effective working relationships with key interest groups, major stakeholders and other partners of the organisation to advance our work and strategic directions.
  • Ensure that VALS human resource, industrial relations and workplace health and safety obligations are met and support management and staff to deliver effective human resource management. This includes chairing the VALS workplace health and safety committee.
  • Prepare high level briefings, reports and presentations to the Board and CEO.
  • As directed, undertake other duties that are incidental and peripheral to main tasks.

KEY SELECTION CRITERIA:

Essential

  • Master’s or PhD in business administration, law, management or related areas
  • Extensive professional experience in management, particularly people management and executive and corporate services.
  • Demonstrated achievements in and a thorough understanding of best practice standards of governance and the planning and provision of support to governance committees and management.
  • Demonstrated achievements in business development, strategic and service planning and resource mobilisation/implementation of new projects.
  • Excellent organisational and priority management skills.
  • Excellent verbal, written, presentation and interpersonal skills, including working with other members of the Executive Management Team and with key external partners in government, the legal assistance and the Aboriginal community controlled sector.
  • Ability to communicate vision to board of directors, other Executive team members, VALS employees and key external partners.
  • Comprehensive understanding of the issues Aboriginal people face in the delivery of legal services and a commitment to advancing VALS strategic priorities for reducing Aboriginal deaths in custody and overrepresentation within the justice system.
  • Demonstrated computer literacy skills and proficiency using the Microsoft Office and other relevant software.

Desirable

  • Experience working in the non-profit sector.
  • Experience working in the legal assistance sector.
  • Experience of working with Aboriginal and/or Torres Strait Islander people.

MANDATORY REQUIREMENTS:

On offer of this position, you must provide:

  • Copy of your current Employee Working with Children Card.
  • You will be required to complete a current Criminal History Police Check.
  • Up to date vaccination certificate or valid medical exemption
  • Proof of rights to work in Australia, i.e., a copy of an Australian Passport, Birth Certificate, or Immigration VISA documentation
  • Current valid Victorian Driver’s Licence
  • Copies of any certificates or degrees relevant to this role
