OVERALL RESPONSIBILITY

The Monitoring and Evaluation (M&E) Officer is responsible for supporting ‘Partnership for Decent Work in Indo-Pacific’ program’. This is a new program APHEDA going to implement in partnership with Global Unions, International Trade Union Confederation in Asia Pacific and the local partners as per the agreed program design. The programme has Australian, international, and country level responsibilities, with a focus on the Indo-Pacific. Focus countries include Indonesia, The Philippines, Cambodia, Myanmar, Timor Leste, PNG, Fiji, Samoa, Solomon Islands and Vanuatu among others, as determined by funding and strategic focus. The Officer is responsible for developing MEL framework for the program and providing strategic advice and capacity building of project partners for data collection and analysis. This role requires an experienced the MEL system development person with at least 5 years of international development experience, who can work strategically and collaboratively to achieve program outcomes.

SPECIFIC RESPONSIBILITIES

A Monitoring, Evaluation, and Learning (MEL) Framework plays a crucial role in ensuring that projects and programs are effectively tracked, assessed, and improved over time. The key roles and responsibilities of the M&E Officer include:

1. System & Tool Development

  • Develop and refine MEL frameworks and indicators.
  • Work collaboratively with implementing partners to develop and refine context appropriate MEL tools and methodologies.
  • Design and manage data collection tools
  • Ensure alignment with international best practices and standards.

2. Monitoring & Data Collection

  • Develop, implement and update the MEL framework monitoring plan to track program progress against key indicators.
  • Provide technical support to partners on implementation of data collection tools as necessary.
  • Ensure accurate and timely collection, entry, and analysis of data.
  • Country visits to assess project implementation and data quality.

3. Reviews & Impact Assessment

  • Design and conduct baseline, mid-term, and other reviews and assessment as required for the program.
  • Analyse program effectiveness and identify lessons learned.
  • Develop case studies and success stories to illustrate impact.
  • Ensure that reviews and assessment findings are integrated into program planning.

4. Learning & Knowledge Management

  • Facilitate learning sessions to reflect on project progress and challenges.
  • Promote a culture of continuous learning and improvement.
  • Document and share best practices with partners.
  • Support capacity building for staff and partners on MEL principles and tools.

5. Reporting & Accountability

  • Prepare high-quality MEL reports for internal and external stakeholders (DFAT, partners, management).
  • Use data visualisation tools to present finding effectively.
  • Ensure MEL activities align with DFAT requirements and organisational priorities.
  • Support transparent reporting and accountability mechanisms.

6. Relationship Management

  • Establish and maintain positive working relationships and strategic partnerships with relevant local country and program partners in the identified area of responsibilities.
  • Provide training presentations as required to partner organisations or APHEDA staff.

7. Other duties as directed.

SELECTION CRITERIA:

  • Proven experience in designing and implementing Monitoring, Evaluation, and Learning (MEL) frameworks.
  • Strong ability to design surveys, conduct interviews, and analyse both qualitative and quantitative data.
  • Excellent analytical and critical thinking skills, with the ability to contribute innovative solutions.
  • Ability to prepare clear, concise, and evidence-based reports for various stakeholders.
  • Experience in conducting baseline and mid-term evaluations, as well as drafting Terms of Reference (TOR) for evaluations.
  • Strong ability to capture lessons learned and promote knowledge-sharing within teams and partner organisations. Ability to mentor and support partner organisations.
  • Proven capability to work effectively in fast-paced and challenging environments.
  • Demonstrated commitment to union values—justice, compassion, equity, and the dignity of workers—alongside a deep understanding of labour and social movement dynamics, including trade union development.
  • Well-developed interpersonal and leadership skills, with the ability to build and maintain relationships and support APHEDA’s goals.
  • A team player with a demonstrated ability to work independently within a structured plan and meet performance targets.
  • Proficient in office IT applications, including Excel and other data analysis and presentation tools.
  • Ability to work in Australia and travel internationally as required.
  • Fluent in written and spoken English; additional language skills relevant to one or more target countries would be an advantage.

FUNCTIONAL RELATIONSHIPS:

International and local staff of Union Aid Abroad, as well as international partner organisations including global and local union and civil society organisations, Australian trade unions.

OTHER TERMS:

  • This position will involve international travel in South East Asia and the Pacific.
  • Permanent, ongoing employment
  • Rights to work and live in Australia is required
  • Terms and conditions of employment are as per the Union Aid Abroad-APHEDA Enterprise Agreement, which includes 15% superannuation, salary packaging and family- friendly conditions.
  • Gross Salary of $102,266 p.a. (Level 2C of EBA).
  • 4 weeks annual leave.
  • Additional leave for Xmas-New Year shutdown period.
