OVERALL RESPONSIBILITY

The People & Culture Officer coordinates the overall provision of human resource services and policies for Union Aid Abroad-APHEDA, including provision of advice to the Executive Officer and the Senior Management Team.

They contribute to the strategy, decision making and organisational development required to sustain Union Aid Abroad-APHEDA to ensure ability to attract, retain, develop and manage highly engaged and committed personnel. The People & Culture Officer supervises employment and compliance to regulatory concerns, regarding employees, to promote and sustain the individual health, safety and well-being of Union Aid Abroad-APHEDA’s people.

1. Strategic Human Resource Management (HRM) and Planning

  • Work alongside the Senior Management Team to lead the development and implementation of efficient and effective HRM systems and processes
  • Develop and implement monitoring, evaluation & learning tools to measure human resource management performance and staff satisfaction
  • Develop, implement, manage and review HRM policies and procedures to promote best practice and ensure compliance with legislation
  • Facilitate culture building initiatives as agreed.
  • Develop or support initiatives that promote diversity, equity and inclusion in recruitment, retention and workplace culture

2. Employee Relations and Development

  • Provide timely and accurate advice on HRM activities, policies, practices, conditions of employment, entitlements and related issues to managers and staff
  • Manage and enhance staff review processes and help facilitate training, professional development and career/succession planning
  • Provide coaching and respond to enquiries from managers and staff on performance development, grievance or complaints procedures as required.
  • Support continuous improvement to learning and development plans and supporting systems to encourage professional development, enhance competencies and promote staff retention
  • Supervise the separation of exiting staff including conducting exit interviews and un-enrolment from Union Aid Abroad-APHEDA systems

3. Recruitment and Reward

  • Ensure that Union Aid Abroad-APHEDA meets its obligations in relation to the EBA, relevant Awards, National Employment Standards and any other relevant legislation
  • Manage remuneration and benefits planning
  • Oversee the end-to-end recruitment, selection and induction processes
  • Support continuous improvement of recruitment and selection processes to enhance organisational capability

4. Occupational Health, Safety and Wellbeing (OHS&W)

  • Oversee OHS&W compliance and other external requirements and provide planning advice.
  • Working with the senior management team to support the OHS&W management requirements of staff, volunteers and consultants.
  • Foster and nurture working relationships with the Employee Assistance Program and other relevant expertise as required.
  • Oversee the processing of workplace incident and injury reporting and Workers Compensation claims as required

5. Other duties as directed.

SELECTION CRITERIA

  1. Proven experience delivering Strategic HR Management practices
  2. Experience working in a small to medium sized not-for-profit organisation
  3. Extensive knowledge and evidence of application of contemporary strategic HR practices in areas of remuneration, recruitment, learning and development, performance, diversity and change management
  4. Experience managing organisational OHS&W practices including requirements applicable to internationally mobile staff and consultants
  5. High level proficiency in Microsoft Office suite
  6. Commitment to values of diversity, transparency, collaboration.
  7. Well-developed interpersonal and leadership skills, with the ability to build and maintain relationships and support Union Aid Abroad-APHEDA’s goals.
  8. A team player with a demonstrated ability to work independently within a structured plan.

FUNCTIONAL RELATIONSHIPS:

Staff of Union Aid Abroad - APHEDA

OTHER TERMS:

  • 3 days/week (22.5 hours/week)
  • Permanent, ongoing employment
  • Rights to work and live in Australia is required
  • Terms and conditions of employment are as per the Union Aid Abroad-APHEDA Enterprise Agreement, which includes 15% superannuation, salary packaging and family- friendly conditions.
  • Gross Salary of $95,006 p.a. (Level 2B of EBA) Pro rata
  • 4 weeks annual leave.
  • Additional leave for Xmas-New Year shutdown period.
