Primary objective
Ensure the wellbeing of vulnerable children by resolving complaints and conducting investigations, and through undertaking monitoring and analysis of the youth justice, child protection and out-of-home-care systems in the Northern Territory.
Context statement
The OCC Monitoring and Investigations team receive, resolve and investigate complaints regarding services provided to vulnerable children in the Northern Territory. The OCC listens to the voices of vulnerable children and their families, carers, service providers, government agencies, and non-government organisations to resolve or handle complaints, investigations and undertake monitoring activities in an impartial and fair manner.
Key duties and responsibilities
- Receive, assess and manage complaints under the Children’s Commissioner Act 2013 and advise the Children’s Commissioner of appropriate action in accordance with legislative provisions.
- Investigate matters relating to the Children’s Commissioner’s statutory functions, including complaints and own initiative investigations and inquiries ensuring advice to the Children’s Commissioner is based on evidence.
- Lead and undertake informal and formal monitoring visits of facilities where vulnerable children are involuntarily held and undertake analysis of the monitoring.
- Prepare concise reports, advice and correspondence pertaining to investigations and monitoring activities.
- Undertake file and data management as per relevant legislation, policy, procedures and guidelines.
Selection criteria
Essential:
- Demonstrated ability to conduct complex investigations and inquiries based on evidence and make recommendations in accordance with legislative provisions.
- Ability to interpret and apply legislation in an investigatory or monitoring context.
- Experience in preparing complex reports and correspondence to a variety of audiences, including but not limited to government, Ministers, service providers and other affected parties.
- Experience in monitoring or reviewing policies, practices and services in a statutory agency or undertaking practice reviews, site investigations or evaluations.
- Experience in workload and case management, and the ability to set priorities and meet deadlines.
- Considerate and appropriate communication skills, with demonstrated ability to listen to the voices of vulnerable children, as well as the ability to interact effectively with people of diverse cultures; particularly Aboriginal and Torres Strait Islander peoples.
Desirable:
- Tertiary qualification in a related discipline.
- Understanding the issues relating to vulnerable children in the NT.
- Preparedness to travel within the NT, including to remote locations.
