The BES International Health Supply Chain Program aims to improve access to essential medicines and health products in Pacific Island Countries and Territories (PICTs). Our team of dedicated Project Managers work closely with partner Ministries of Health in Cook Islands, Fiji, Kiribati, Nauru, Niue, Palau, Samoa, Solomon Islands, Tokelau, Tonga and Tuvalu. With our projects expanding, we are seeking an additional Project Manager to support our health supply chain strengthening work across a selection of PICTs.

About the role:

As a Pharmacist and International Health Supply Chain Project Manager, you will be responsible for supporting all aspects of health supply chain in partner countries including procurement, warehousing, distribution, policy, usage of data for decision-making, and digital system strengthening. We work closely with partner countries with the shared aims of attaining consistently high availability of essential health products, achieving quality products at good value, developing a network of skilled local health supply chain staff, and facilitating regional collaboration. You will be responsible for delivering our supply chain work across a specific set of PICTs, and you’ll join an established team of Project Managers working towards achieving similar goals in other countries.

The successful applicant will be based in Melbourne and required to travel regularly within the Pacific region (approximately 75% travel).

This role is a 12 month fixed term contract, with the possibility of extension.

Day to day, you will:

  • Lead the delivery of supply chain reform activities in a portfolio of countries within the Indo-Pacific Health Supply Chain Data and Technical Assistance Centre (DTAC) Project, including meeting contract milestones and budget commitments
  • Support other regional supply chain activities related to the DTAC project including development of SOPs, guidelines, and training resources
  • Implement, support and train on the use of digital systems for supply chain strengthening, including mSupply, Health Supply Hub, Tupaia and the mSupply ColdChain app
  • Report on project delivery progress to key stakeholders, including senior Ministry of Health staff, funding partners, and the BES Supply Chain Program Manager (written reports, presentations, and meetings)
  • Liaise and coordinate with other multilateral stakeholders providing supply chain strengthening in portfolio countries (e.g. World Bank, UNFPA, UNICEF, WHO)
  • Implement and track key monitoring and evaluation indicators (including generation and analysis of data) to measure project impact, and identify/respond to bottlenecks
  • Where required, ensure technical issues are resolved by facilitating communication between IT teams at the relevant Ministries of Health, BES and the mSupply Foundation
  • Liaise with the BES team (local and international), Ministries of Health, and funding partners to achieve outcomes
  • Attend and contribute to weekly BES Health Supply Chain team meetings and wider program reports
  • Write articles about the project for media communications
  • Ensure compliance with policies (including Child Protection Policy) and fiduciary responsibilities in the carrying out of contracts
  • Promote BES and BES products and generate revenue leads by collaboration with partner countries
  • If required, manage 1 locally-engaged BES project officer, including running weekly 1:1 meetings
  • If required, support on other BES projects within the supply chain program
  • Other tasks as reasonably requested by supervisors

Experience in some (we don't expect all) of the following skills would be an advantage:

  • Experience working in complex roles across health procurement and/or health supply chains
  • Experience working with digital health products, ideally in the health procurement and/or health supply chain space
  • Experience living and working in low-resource and culturally diverse settings
  • Strong teamwork and communication skills, with the ability to work with individuals from a variety of professions (including Project Managers, Health Professionals, and Software Developers)
  • Resilience working in tough environments, with a high level of autonomy and the ability to solve problems, coupled with the ability to recognise when assistance is required and the willingness to ask for that assistance
  • Ability to remain calm under pressure
  • High comfort with and ability to learn new technology
  • Qualifications in one of: Pharmacy, Health Supply Chain, Health Procurement, Public Health, Global Health, or related field

Desirable (but not required):

  • Experiencing working in the Pacific
  • Experience using mSupply and/or Health Supply Hub, or similar digital platforms for health product logistics or procurement management
