About Brunswick Neighbhourhood House

Brunswick Neigbhourhood House is a community organisation dedicated to creating opportunities to learn, create and interact for the diverse community of Brunswick and surrounding areas. Established in 1980 Brunswick Neighbourhood House (BNH) grew from its origins in Garden Street expanding to the mudbrick house in Warr Park in 2001.Today BNH programs include occasional childcare (Garden Street) Learn Local adult education programs (Fawkner), as well as social support and recreational programs (De Carle Street).

The Role

The program development manager is responsible for the end-to-end management of state government funded Learn Local programs in literacy, numeracy and job readiness (Fawkner) Learn Local programming is funded by the State Department of Jobs Skills Industry and Regions (DJSIR) under the Adult Community Further Education scheme (ACFE) which requires regular compliance and data reporting.

The program development manager is also responsible for BNH's Fee-for-Service programming which demands close monitoring of the market, and competitive costing in the manner of for-profit offers. This program stream supports the program development managers third area of responsibility which is BNH's Social inclusion programming. These groups and courses are offered either free or below cost. Both learn Local and Fee-for-Service are key income streams for BNH.

Across all areas, the Program Development Manager is responsible for end-to-end management of the program cycle from consultation and design through to monitoring, evaluation, reporting and continuous improvement. All BNH programs run across four terms every year.

The Program Development Manager works closely with the CEO and has support and assistance from a part-time program coordination function, the Marketing Coordinator and the Administration team for enrolment and data mointoring. This role requires a high level of organisation, excellent time management and attention to detail, as well as the ability to innovate, and implement from scratch.

Role Responsibilities

Learn Local Programs

  • Manage all aspects of English language literacy, numeracy and digital skills program.
  • Understand and adhere to all requirements specified by DJSIR
  • Attend training and liaise with the state government DJSIR-ACFE team
  • Monitor the Learn Local market, design and cost courses
  • Monitor student enrolments
  • Recruit and manage program tutors
  • Monitor and evaluate program and tutor performance
  • Line-manage the program coordinator

Fee-for-Service Programs

  • Design and implement BNH's term-time program including taster workshops, half- and full- term programs
  • Cost and over see delivery of courses
  • Recruit, contract and manage program tutors
  • Monitor and evaluate program and tutor performance
  • Design, test and implement new program offers
  • Maximise the use of De Carle Street venue

Social Inclusion Programs

  • Design and implement BNH's social inclusion offers for both broad and special needs groups
  • Recruit and manage volunteers
  • Set inclusion program pricing
  • Maximise the use of De Carle Street venue to increase community use.

Grants

  • Monitor the grants pipeline, identifying opportunities to augment programs through funding and make relevant applications. Grants are also monitored by the CEO and Operations Manager.

Events

All BNH staff are rostered to support house event delivery throughout the year on a time in lieu accrual basis. This events occur on weekend days and evenings.

General

  • Report to the CEO regularly on all matters of program performance and risk
  • Contribute to narrative and data reporting for BNH board, projects and annual reports
  • Report OH&S incidents and interactions and implement BNH policies
  • Oversee the promotion of BNH programming
  • Protect and maintain the BNH's reputation
  • Work independently and collaboratively with all members of the BNH team

Role Requirements

Travel between sites requires the candidate have access to a private insured vehicle.

Experience

The BNH Program Development Manager will have a minimum of five years in a similar role with demonstrated experience in:

  • Program innovation and development
  • End-to-end program cycle management
  • Monitoring and evaluation both qualitative and quantitative
  • Contractor and staff recruitment and management
  • Volunteer recruitment and management
  • Income and budget management
  • Multi-level stakeholder liaison (community, sector, government)
  • A deep understanding of diversity and inclusion
  • Highly experienced in Microsoft Office Suite, particularly Excel.

Desirable

  • Educational programming experience
  • Fee-for-service programs
  • Government funded programs

Qualifications

  • Tertiary qualification in community, international development or relevant field.
  • Valid driving licences
  • Capable in Microsoft Office Suite including Excel.

  • Highly evolved communicator, who manages and is sensitive to a diversity of abilities, cultures and language backgrounds
