About TSSP Phase 3

The PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes.

Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons, and relationships from the past 17 years of operation and will continue to contribute to the achievement of the overarching goal of:

‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’

Gender Equity, Disability Equity, and Social Inclusion (GEDSI) and Social and Environmental Safeguards, Locally Led Development (LLD), Climate Change and Disaster Resilience (CCDR) and Monitoring, Evaluation, Research, Learning and Adapting (MERLA) are a key focus for the program and are integrated into all of TSSP3’s activities and operations.

This phase of TSSP3 will run from November 2023 to November 2028.

About the Role

The AIFFP PMO Procurement Specialist (Procurement Specialist) will lead and implement the procurement for AIFFP financed projects, supporting investments in port and roads projects. The Procurement Specialist will be part of the PMO and report directly to the PMO Project Director.

The Procurement Specialist will lead the procurement function for the PNG Ports program, including having overall responsibility for program procurement, management and professional development of the PMO procurement officers and PCL team allocated to the JIU, and ensuring procurement is delivered in accordance with AIFFP requirements and the Program Implementation Framework.

The Procurement Specialist will be expected to work in close collaboration with the PMO, PNGPCL including through the JIU, TSSP3 and the AIFFP Investment Team and approach the role on a pro-active and solution-oriented basis to effectively deliver the scope of services.

About you

Selection Criteria:

• A bachelor’s degree in contract management, procurement, business, law, engineering or related discipline
• At least 10 years of demonstrated experience in the procurement of large infrastructure projects, preferably in Papua New Guinea or the Pacific
• Demonstrated experience with the World Bank Procurement Regulations, or similar, including development of complex civil works bidding documents
• Experience with FIDIC forms of contract including the principles of the World Bank Procurement Regulations (November 2020), the AIFFP social procurement policy and the principles of the PNGPCL procurement policy
• Experience in working in multi-donor projects and an understanding of AIFFP / MDB procurement requirements and policies
• Demonstrated financial, analytical and problem-solving skills for procurement activities involving large infrastructure projects
• Understanding and demonstrated experience in procurement and contracting models that encourage local industry participation
• Demonstrated experience in implementing capacity development and leading training activities within government agencies.
