Climate Resilient Communities

Action on climate change is at the heart of Australia’s International Development Policy. The policy commits the Australian Government Department of Foreign Affairs and Trade (DFAT) to respond to the needs of Indo-Pacific countries and evidence of the accelerating climate crisis by increasing our climate investments and better addressing climate risks.

Climate Resilient Communities (CRC) is DFAT’s new flagship climate change program designed to help achieve Australia’s International Development Policy and meet Australia’s climate finance commitments over the next nine years (2024–33).

CRC will incentivise the flow of funds towards inclusive climate change programming—targeting community resilience in the water, food, and energy sectors— by co-funding bilateral and regional programs and attracting new sources of climate finance, while also raising the quality of climate integration across the sectoral programs.

Climate Resilient Communities Support Unit

DT Global has been contracted by DFAT to establish and manage the Climate Resilient Communities Support Unit (CRCSU). The CRCSU provides a mechanism for DFAT Canberra and Posts to deliver enhanced climate and disaster resilience and integration programming, with the aim of enabling people in the Indo-Pacific to become more resilient to climate change and disasters.

The CRCSU will help achieve this through supporting a sustained increase in organisational capability and services for DFAT, providing access to specialist expertise, resources, and networks, through an efficient operational platform. The CRCSU provides this through the following core services:

  • Program cycle support
  • Climate change integration technical assistance across all development sectors (integrating gender equality, disability equity and other cross-cutting issues)
  • Knowledge and learning support
  • Public diplomacy support

About the Role

The Deputy Team Leader has responsibility for managing and ensuring effective administration and internal coordination of the CRCSU. The Deputy Team Leader will provide technical and administrative leadership to the CRCSU and manage resources to ensure efficient and value for money delivery.

Roles and Responsibilities:

  • Support the Contractor Representative and Team Leader to deliver the CRCSU as a high performing support unit
  • Facilitate coordination between the program units to ensure efficient and effective implementation of CRCSU, including being responsible for the coordination and drafting of deliverables
  • Where necessary under delegation, coordinate reviews and approvals ensuring quality assurance and provide Team Leader with informed advice with regards to decision making
  • Oversee and support the establishment and implementation of selected CRCSU coordination systems and processes, including acting as the Product Owner for the Management Information System (MIS) enabling CRCSU to provide responsive support to DFAT
  • Ensure enhanced, consistent, and coherent approaches to development priorities, including GEDSI, locally led development, strategic communications, First Nations engagement and MEL are incorporated into CRCSU’s advice, processes, decisions and activities.
  • Oversee the CRCSU Ways of Working with DFAT process during inception and annual health checks to establish a shared understanding of the priorities, governance mechanisms, timeframes, expectations and accountabilities. Ensure all program deliverables, program reports, and costed annual plans are developed and produced to an exceptional standard and submitted to schedule
  • Ensure CRCSU operates in line with DFAT and DT Global policies and procedures, and that risks and safeguards are managed and monitored effectively, including chairing the Risk Assurance Team and overseeing regular updates of the risk management framework and register.

Selection Criteria

Essential Experience and Knowledge

  • Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, PSEAH, prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.
  • An established career in the international development sector with a proven track record in delivering results either as a donor, with a donor, managing contractor or as an adviser.
  • Deep knowledge of and significant experience in a senior leadership role on an international development program, preferably as a team leader, deputy team leader, contractor representative or senior executive.
  • Demonstrated experience in team leadership and management, including developing strong team culture, planning, budgeting, financial management, performance, and risk management on international development programs.
  • Experience in the oversight of monitoring and evaluation, research and learning processes to ensure quality and improve performance of programs and projects.
  • Excellent written and verbal communications skills, including the ability to convey complex information in a manner easily understood by non-experts.
  • Strong interpersonal skills and ability to cultivate and maintain productive working relationships across geographically dispersed teams, with demonstrated experience in working sensitively and collaboratively in complex cross-cultural operating environments, particularly in the Indo-Pacific.
  • Tertiary qualifications in international development, international relations, public policy or similar preferred.
