The Role

The MEL Manager is responsible for the design, implementation and management of a high quality monitoring, evaluation and learning system for PASP.

The position will ensure PASP is able to demonstrate its results to stakeholders, including DFAT, through the collection, use and reporting of evidence from monitoring and evaluation activities. The MEL Manager will also work closely with senior leaders in PASP to ensure evidence is available to inform robust decision making.

Roles and Responsibilities

  • MEL Plan and System: In collaboration with internal stakeholders and DFAT, design and implement a rigorous MEL Plan and System which meets the evidence and decision making needs of key stakeholders. The MEL Plan and System should be consistent with DFAT’S Design, Monitoring and Evaluation Standards and integrate GEDSI considerations throughout.
  • Data Collection & Analysis: Design and oversee qualitative and quantitative data collection, including graduate and employer surveys. Ensure data is securely stored in appropriate databases and that high quality analysis of data is undertaken.
  • Planning and Reporting: Lead the preparation of Annual Plans and MEL reports for DFAT and other stakeholders as required. Annual Plans and Reports should meet DFAT’s performance reporting requirements, including on GEDSI.
  • Adaptive Management & Learning: Facilitate reflection sessions, learning events, and knowledge-sharing activities to integrate MEL insights into program improvement. Ensure the PASP senior management team has access to rigorous, succinct data to inform evidence-based decision making. Oversee an ongoing process of testing, refining and further developing the program theory of change and its key assumptions.
  • Capacity Building: Oversee MEL capacity building support to Pacific Australia Skills partners, assisting them to develop robust systems to capture graduate numbers, implement graduate and employer satisfaction surveys, and integrate GEDSI considerations.
  • Management and coordination: Manage a small team of staff to implement the MEL Plan and System. Build strong relationships with Pacific Australia Skills country offices and other staff, supporting their work with partners and coordinating country-based data collection.
  • Evaluation & Research: Commission evaluations and research studies on specific topics, as required.

About You

Essential Experience and Knowledge

  • Relevant tertiary qualifications, and experience in a similar role within an international development context.
  • Experience managing small high-performing teams.
  • Demonstrated experience fostering equitable partnerships across the Pacific region and/or Timor-Leste.
  • Demonstrated ability to broker strategic alliances with diverse stakeholders.
  • Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.
