About TSSP Phase 3

The PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes.

Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons, and relationships from the past 17 years of operation and will continue to contribute to the achievement of the overarching goal of:

‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’

Gender Equity, Disability Equity, and Social Inclusion (GEDSI) and Social and Environmental Safeguards, Locally Led Development (LLD), Climate Change and Disaster Resilience (CCDR) and Monitoring, Evaluation, Research, Learning and Adapting (MERLA) are a key focus for the program and are integrated into all of TSSP3’s activities and operations.

This phase of TSSP3 will run from November 2023 to November 2028.

About the Role

The role of the Roads Engineer is to provide assistance to the Provincial and Regional Works Managers and staff of the Department of Works & Highways (DoWH) Field Operations and Highways Management Wing to further strengthen their skills in overseeing and managing the implementation of road maintenance and construction works.

This particular role will be located in Port Moresby initially, but could be required in one of either Lae, Kokopo or Buka, to oversee the TSSP3 funded works in Northern Region or the Niugini Islands.

About you

Selection Criteria:

  • Tertiary qualifications in engineering and eligibility for membership of the Institution of Engineers PNG (or equivalent)
  • At least ten (10) years of experience in supervision and management of road construction and maintenance works
  • A high level of understanding and demonstrated experience in public sector procurement and contracting
  • Demonstrated experience and strong capabilities in contract supervision and management
  • Demonstrated commitment to and understanding of governance, institutional strengthening, change management and capacity building principles, strategies and techniques
  • Commitment and demonstrated capacity to undertake activities in a participative, culturally sensitive and consultative manner
  • High level of interpersonal and communication skills and a demonstrated ability to communicate and negotiate effectively with and through a diverse range of groups and differing cultures
  • Demonstrated capacity to work independently as well as contribute positively in a team environment.
