Background

The Australian Government’s Indo-Pacific Centre for Health Security was established in October 2017 to lead the design and delivery of the $300 million Health Security Initiative (HSI) (2017-2022). The goal of the HSI is to contribute to the avoidance and containment of infectious disease threats with the potential to cause social and economic harms on a national, regional or global scale. It aims to inform evidence-based planning, help prevent avoidable epidemics, strengthen early detection capacity, and support rapid, effective national and international outbreak responses. It does this by accelerating research on new drugs and diagnostics, expanding partnerships at the national, regional and global level to strengthen human and animal health systems, and deepening people-to-people linkages that build national and regional health security capacity. Funding for the initiative is drawn from Australia’s international development assistance program and applied to activities eligible to be classified as Official Development Assistance.

The HSI is implemented by the Indo-Pacific Centre for Health Security. The Centre, located in the Department of Foreign Affairs and Trade, brings together expertise from relevant Australian government agencies and technical advisers. It is advised by a distinguished Technical Reference Group.

Purpose

The purpose of this role is for an expert adviser to lead and coordinate monitoring, evaluation and learning (MEL) activities for the Australian Government’s Indo-Pacific Centre for Health Security (Indo-Pacific Centre for Health Security (dfat.gov.au). The position is an in-house long-term adviser position in the Centre for Health Security, based in Canberra. It is a full-time position, however applications for flexible work may be considered. The duration of the contract is 1 November 2021 (or as soon as possible thereafter) to 30 June 2022 with the option of an extension to 31 January 2023 subject to satisfactory performance and the Health Security Initiative being extended. The position is classified as a C3 position on DFAT’s Adviser Remuneration Framework.

Duties and Responsibilities:

1. Provide leadership and oversight to the MEL team and activities of the Indo-Pacific Centre for Health Security in respect of the Health Security Initiative (HSI) and the Regional COVID-19 Vaccine Access and Health Security Initiative (VAHSI).
2. Lead the development and implementation of the HSI and VAHSI investment-level Performance Assessment Frameworks (PAFs) and MEL frameworks at country and activity levels, including reporting against them.
3. Oversight and management of the MEL pipeline of work, including taking a lead role in preparation of tasking and guidance notes, evaluation and review ToRs, evaluation team management, and implementation or oversight of evaluations and final reports. This will include playing a lead role in dissemination of the results of the mid-term progress report on the Health Security Initiative. It will also include preparations for and management of a potential end-of-program evaluation or review of the Health Security Initiative, and supporting the design of a second phase of the Initiative.
4. Manage CHS MEL external contract and consultants, ensuring work for the Centre for Health Security is fit for purpose and of appropriate quality.
5. Supervision and mentoring of the CHS in-house MEL adviser, including supporting performance plans and day to day work.
6. Mentoring and support to other CHS staff and implementing partners on design and implementation of MEL frameworks, investment progress reporting and accessing technical MEL support.
7. Work with other members of the Operations Support team to ensure risk management and gender equality, disability and social inclusion (GEDSI) is appropriately included in MEL products and reporting.
8. Lead on collation of results on behalf of the CHS for the Partnership for Recovery Development Strategy and other DFAT reports, as required.
9. Provide liaison and advice to other areas of DFAT on Partnership for Recovery health security indicators as required.
10. Other duties as directed.

Key Selection Criteria

1. At least ten years’ experience in the development and delivery of monitoring, evaluation and learning products for international development and/or international public health.
2. Degree in a discipline relevant to monitoring and evaluation, international development or public health.
3. Fluency in English and demonstrated ability to express verbally and in writing complex ideas in clear and simple language.
4. Experience working with the Australian Government and with technical consultants.
5. Experience and understanding of DFAT M&E systems is preferable, but not essential.
6. Experience in quality assuring and analysing qualitative and quantitative data and using that data to inform policy makers.
7. Ability to monitor and coach others in conducting monitoring and evaluations.
8. Experience of contract and risk management.
9. High level Word and Excel skills.
10. Has or has the ability to obtain an NV1 security clearance.

Reporting Line

The Adviser will report to the Director, Operations Support of the Indo-Pacific Centre for Health Security.
