About TSSP Phase 3

The PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes.

Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons, and relationships from the past 17 years of operation and will continue to contribute to the achievement of the overarching goal of:
‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’

Gender equity, disability equity, and social inclusion (GEDSI), social and environmental safeguards, locally led development (LLD), Communications and Public Diplomacy and Monitoring, Evaluation, Research, Learning and Adapting (MERLA) are a key focus for the program and are integrated into all of TSSP3’s activities and operations.

This phase of TSSP3 will run from November 2023 to November 2028.

About the Role

Reporting to the DTL/KM&I Director, the Senior MERLA Manager’s primary responsibility will be overseeing the implementation and continuous refinement of TSSP3’s MERLA Plan. The Senior MERLA Manager will lead the MERLA team, providing high quality support, guidance, and strategic direction to ensure the effective implementation of the TSSP3 MERLA Plan. The Senior MERLA Manager will play a pivotal role in the development of the TSSP3’s annual plans, six-monthly and annual reports, ensuring a results-informed adaptive approach.

About you

Selection Criteria:

To be successful for this role, you must possess the following including, but not limited to:

  • Masters-level degree in international development, social science, evaluation, or other relevant discipline

  • At least 10 years’ experience in international development, including at least five (5) years’ senior M&E experience with complex aid programs

  • Demonstrated expertise with MEL-related activities such as performance monitoring, methodology design, sampling, instrument design, field survey management and authoring reports

  • Outstanding facilitation skills and experience designing, leading, and facilitating learning events and conveying complex information to stakeholders of varying levels of experience or ability

  • Outstanding relationship management skills, including with donors, delivery partners and broader stakeholders in challenging, cross-cultural environments

  • Strong staff management and team leadership skills, including in challenging cross-cultural environments

  • Experience in PNG or other Pacific Island countries would be an advantage
