About TSSP Phase 3

The PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes.

Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons, and relationships from the past 17 years of operation and will continue to contribute to the achievement of the overarching goal of:

‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’

Gender Equity, Disability Equity, and Social Inclusion (GEDSI) and Social and Environmental Safeguards, Locally Led Development (LLD), Climate Change and Disaster Resilience (CCDR) and Monitoring, Evaluation, Research, Learning and Adapting (MERLA) are a key focus for the program and are integrated into all of TSSP3’s activities and operations.

This phase of TSSP3 will run from November 2023 to November 2028.

About the Role

The Strategic Asset Management (SAM) Support Adviser will work closely with the SAM Specialist and the Transport Director to develop and implement a range of SAM activities focused on the needs of GoPNG infrastructure owning Transport Sector Agencies (TSAs) and contribute to TSSP3’s EOPOs.

Improving GoPNG institutional, organisational and individual capacities to better resource and manage transport infrastructure is central to the overall intent of TSSP3. This will be achieved by supporting the development of the skills and knowledge to implement improved asset management practices. Critically, it will also be achieved by empowering leaders in PNG infrastructure-owning TSAs to leverage these improved practices in the pursuit of efficiencies, and the mobilisation of the resources required.

About you

Selection Criteria:

To be successful for this role, you must possess the following including, but not limited to:

  • Recognised tertiary qualifications in engineering, accounting, finance or public administration
  • A minimum of 10 years relevant work experience in infrastructure planning, development, asset management, financing in PNG or similar countries in the Pacific region
  • A strong understanding of the principles of strategic asset management and how the value of public infrastructure assets is managed to deliver economic and social development
  • Experience in developing or using infrastructure asset registers to provide the basis for operational and strategic decision making
  • Familiar with government budgeting processes in relation to the funding of public infrastructure capital and recurrent programs
  • Demonstrated ability to foster, develop and maintain strong relationships with GoPNG counterparts and manage complex stakeholder relationships
  • Demonstrated experience facilitating professional skills development including on the job training and coaching is essential
  • Knowledge and / or experience of applying GEDSI and safeguards
  • Proven project management skills and attention to detail, with ability to prioritise workload, work effectively both independently and as part of a team, and deliver quality outputs within agreed timelines
  • Excellent written and verbal communication skills in Tok Pisin and English.
