About the team
Cancer Council NSW is committed to the delivery of evidence-informed programs and services that are delivered efficiently and that make a positive impact on the lives of people in NSW. From driving the development and implementation of monitoring and evaluation frameworks, to building evaluation capability across the organisation, this team enabling us to effectively evaluate the impact our programs are having on the community.
About the role
This role will conceptualise and operationalise evaluation activities for key cancer control activities in partnership with subject matter experts from the Cancer Prevention and Advocacy and the Cancer Information and Support Services Divisions. The Senior Evaluation Specialist will be required to design evaluation activities, commission private sector research agencies to undertake evaluation projects, conduct literature reviews, collect quantitative and qualitative data, analyse and present evaluation findings to inform program management and translate evidence into program and policy recommendations. A key aspect of the role includes contribution to evaluation capacity building activities across the organisation.
This role will be a 12-month contract. Depending on location, this role may be located at one of our Cancer Council NSW offices.
Key responsibilities of the role
- Conceptualise, conduct and report on evaluations of cancer control programs and services.
- Lead the development of evaluation plans, including development of program logic models, in partnership with program staff and other members of the Performance and Evaluation team.
- Project manage evaluations including identification of process, impact/outcome, and cost/value measures. Contribute to the reliability and robustness of evaluation findings through fit for purpose evaluation instrument design and fieldwork that is responsive, accurate and timely.
- Oversee the commissioning of external agencies to conduct program evaluations. Tasks may include assessing the readiness of programs for external evaluation, preparing request for quote (RFQ) documentation, coordinating the procurement procedure, assessing submissions, and project management of evaluation workplan in partnership with the external contractor.
- Design and deliver evaluation capacity building activities and resources. Tasks may include delivery of face-to-face and virtual workshops, contributing to the design of templates and tools to support and upskill program staff, provision of one-to-one coaching, supporting the Evaluation Community of Practice.
- Work collaboratively with Cancer Information and Support Services and Cancer Prevention and Advocacy Division, other CCNSW divisions and with key external stakeholders as required.
- Share learnings, promote evaluation findings to communicate the impact of cancer control programs and services both within the Cancer Council NSW and externally.
- Prepare written reports and verbal presentations on evaluation projects and liaise with staff within the organization to approve media releases promoting evaluation findings.
- Collaborate and support colleagues within the Performance and Evaluation team and wider unit.
- Undertake required group and divisional administration (including reporting of ethics approvals and outputs, contribution to internal and external reports, preparation of group meeting agendas/updates and completion of performance planning activities) to ensure accountability and efficiency.
About you
Essential
- Advanced tertiary qualifications in an appropriate discipline such as public health, health promotion, epidemiology, psychology or social science, or demonstrated relevant equivalent professional experience and training.
- Skills and experience in using a range of process, impact and outcome measurement approaches and techniques; preferably with experience in health-related data.
- Experience using a range of qualitative and quantitative research and evaluation methods and capacity to coach and advise staff in their appropriate use.
- Ability to develop and oversee data collection approaches to identify practice and service development needs (including literature reviews, focus groups, interviews, surveys, secondary data analysis).
- Strong quantitative skills, including ability to select and conduct appropriate statistical analyses, and capacity to transfer knowledge and expertise.
- Familiarity collecting and analysing qualitative data.
- Demonstrated ability to develop strategic, productive and constructive relationships with both internal and external stakeholders.
- Experience presenting research and/or evaluation findings in a range of forums (including conferences, board and executive meetings, community and training events) to a wide range of stakeholders
- Ability to effectively manage time, project manage working groups, conduct concurrent projects and work collaboratively with teams, as well as autonomously.
- Competence in a variety of software applications including MS Office suite and survey platforms (ie. SurveyMonkey)
Desirable
- Demonstrated experience designing and commissioning behavioural evaluation projects and managing contracts with research firms and other research partners (e.g., academics).
- Experience in managing research and/or evaluation projects involving external partners and/or consultants.
- Familiarity with relevant outcomes for cancer control and/or supportive care initiatives for people impacted by cancer.
- Familiarity with commonly used statistical software packages (e.g., SPSS, R),project management software (e.g., Asana), and bibliographic management software (e.g., Zotero or similar).
- Experience developing and delivering research capability building activities.
- Experience submitting and managing projects for ethics approval by a Human Research Ethics Committee (HREC).
