ABOUT THE ROLE

The Chief Financial Officer (CFO) is responsible for executive level oversight and approval of all financial information related to Danila Dilba's multi-site operations, including contract management grant agreements, consultant and supplier agreements, and tendering. The CFO ensures timely and accurate preparation, verification, and submission of all financial and compliance reporting, satisfying all stakeholders, including DDHS funding partners.

As a key member of the Executive Management Team, the CFO advises and supports all finance related matters including risk, budgeting, management accounting, business performance analytics, expenditure, revenue (Medicare and others), regulatory compliance, internal and independent external audits. Attendance and strategic input at regular Executive, Board and Board Committee meetings are required.

WHAT YOU WILL DO

  • Develop and deliver the organisation's financial management and control systems.
  • Develop, implement, and monitor the DDHS budget, with quarterly reviews and reforecasts.
  • Manage the development and delivery of budget plans for the organisation.
  • Develop and implement the finance strategy aligned with long-term business needs.
  • Develop and implement finance policies and procedures ensuring their effective application.
  • Develop innovative solutions by integrating and analysing complex and diverse information sources.
  • Manage effective collaborative relationships with internal stakeholders and business partners.
  • Hold overall responsibility for leading and directing the enabling of the Finance function to achieve the organisational strategy.

SELECTION CRITERIA

Essential

  • Undergraduate degree in a relevant area and several years' experience in managing complex financial environments.
  • CPA or CA Membership and/or equivalent Professional Certification status (current).
  • Genuine interest in DDHS’s mission.
  • Extensive experience in financial management with analytical and interpretive capabilities including interpretation and application of Australian Accounting Standards.
  • High level knowledge of Territory and Commonwealth legislation and practices relating to grant funding of NGOs and of associated practices and procedures that ensure financial accountability, probity, and compliance requirements.
  • Demonstrated organisational skills in planning, managing and prioritising multiple tasks and resources to deliver outcomes within time and budget considerations.
  • Demonstrated experience in liaising and working collaboratively with external parties, such as auditors, funders, advisors, and other organisations in the sector.
  • Extensive systems experience, both implementation and on-going development of finance and business management systems.
  • Proven teamwork, communication, and interpersonal skills with the ability to constructively negotiate outcomes with a diverse range of people and service providers and to explain financial terms in simple language.
  • High level of personal resilience and flexibility with the ability to deal with challenging situations.

Desirable

  • Relevant post-graduate qualifications
  • Experience working in an Aboriginal community-controlled health organisation (ACCHO)
  • Minimum Seven years’ experience as a Finance manager or CFO in a similar organisation
  • Knowledge of the social determinants of health that have a profound impact on the health and well-being of Aboriginal and Torres Strait Islander people.
  • Understanding of Aboriginal & Torres Strait Islander societies and cultures and the ability to influence, promote and enhance health and positive outcomes for Aboriginal and Torres Strait Islander people in partnership with government and non-government organisations.
