About Us

On 23 December 2014, the Victorian Government supported the establishment of a a dedicated redress scheme in response to the 2016 Final Report of the Inquiry into CFA Training College at Fiskville. The Scheme would provide financial and non-financial redress to Fiskville affected persons for the increased health risks they may have been exposed to due to the unsafe operational practices which occurred at the Fiskville training centre from 1970 until its closure in 2015.

A small specialist team in Redress Design, Police and Community Safety, will lead the design and delivery of the new Fiskville Redress Scheme. The scheme is for Emergency Service workers and community members who are suffering ill health as a result of exposure to toxic materials in the Fiskville area.

Significant work is required to design the Scheme to enable it to open in 2022. Whilst Redress Design will lead this work, Emergency Management Victoria (EMV) will be supporting the project through stakeholder management, sector advice and in the development of a 2022-23 business case for the Estimates and Review Committee.

About the role

Reporting to the Director Redress Design, this Senior Manager will lead the design team to develop the Scheme through to full implementation. The position will lead this strategic reform through policy, legislative, service and funding model design. This will require a combination of sophisticated project and policy expertise, a strong understanding of government and decision making, effective stakeholder management, and effective briefing of the Secretary, Board of Management and DJCS Ministers, and Cabinet/relevant Cabinet Committees.

Some of your duties will include:

  • Leading the design and implementation of the redress scheme, ensuring compliance with legislative, financial, administrative and risk management frameworks.
  • Directing and supervising a project team responsible for implementation of the scheme, ensuring the delivery of timely and high-quality outcomes.
  • Providing authoritative expert advice on complex policy issues to the Director and senior executives, including identification of major emerging policy issues and options to resolve them.
  • Supporting and role modelling reflective practice and a commitment to building practice capability.

About You

The ideal candidate will possess the following -

Technical Expertise:

  • Proven experience implementing and delivering a redress scheme with victim-centric support within a government environment.
  • Demonstrated high level analytical and policy skills, including use of data to inform policy development.
  • Recent demonstrable experience in a leadership role and the capability to think strategically, articulate and write logically.
