At Central and Eastern Sydney Primary Health Network, we focus on improving the health and wellbeing of the people who live and work in Sydney, from East to South and the Inner West. Primary health refers to the healthcare provided in the community, such as a local doctor, pharmacist or psychologist. We provide support and training to these health professionals. We help them to connect community members to other services so that everyone involved in a person’s care can know how best to look after their health.

PHNs are not-for-profit organisations. We receive money from the government to provide health services that are right for the people in this area. We also work with hospitals, specialists, aged care facilities and others to improve people’s experience when needing healthcare. We work to make it easier for people to get the best care and support when and where they need it to achieve our vision of healthy and thriving communities.

About the job

This role will initially primarily sit within the Mental Health (3 days) and the Practice Support and Development (2 days) teams and share the responsibility for data solution development as well as database administration, training users on newly adapted technologies, as well as statistical reporting and analysis. In this role you will develop and maintain effective relationships with internal and external subject matter experts (SMEs). Team restructuring will be undertaken in the new calendar year, when this role will join with other data analysts in a data team.

Key responsibilities

  • Data Solution Development
    • Work with PHN data teams as required to design robust data pipelines
    • Develop data transformation processes as required, using SQL, Python, and other languages
    • Work with internal and external stakeholders to develop data models that respond succinctly to questions
    • Make large and/or complex data accessible, understandable with meaningful information, and usable for all stakeholders, using available and appropriate data visualisation techniques (i.e. dashboards) and methods to convey key messages
    • Appropriately document all work carried out in accordance with best practice principles and leading the implementation of platforms such as GitHub.
  • Data Management
    • Work with SMEs to support improvements in data collection and reporting methods and analysis
    • Facilitate the development and delivery of internal training workshops on planning, evaluation and data analysis
    • Make strategic recommendations on data collection, integration and retention requirements incorporating business requirements and knowledge of best practices and privacy laws and in accordance with ISO:27001.
  • Data Analytics
    • Consult with and support SMEs for reporting, visualisation and data gathering requirements
    • Recommend and present appropriate information and solutions in a timely manner
    • Design data reporting models for end users to inform operational and strategic decision making.
  • Data System Management
    • Provide ongoing maintenance, development and enhancement of existing client management (CIMS) and reporting systems
    • Identify stakeholder data and reporting requirements, to enhance the commissioned services reporting functions using data warehousing, Power BI and other tools as required
    • Support SMEs in data collection systems with referral forms and relational collection fields.

Selection criteria – essential

  • Relevant tertiary qualifications and relevant work experience (at least 2 years) in data development including data linkage through API and pipelines and process automation
  • Demonstrable proficiency and working experience in development using programming language in SQL and Python
  • Strong analytical and problem-solving skills with the ability to collect, organise, analyse, and disseminate significant amounts of health information with attention to detail and accuracy, and present and report findings in a clear, structured and concise manner within Privacy regulations
  • Comprehensive experience in the development and maintenance of data visualisation tools
  • Sound organisational skills with proven ability to work autonomously and prioritise tasks to achieve key objectives within designated timeframes
  • Demonstrated ability to promote the adoption of new technologies within data teams, with a proven track record of upskilling team members
  • Experience working within a Microsoft Azure environment or similar.

Selection criteria – desirable

  • Knowledge and understanding of trends, developments and issues in primary health care, particularly related to mental health data.
