At Central and Eastern Sydney Primary Health Network, we focus on improving the health and wellbeing of the people who live and work in Sydney, from East to South and the Inner West. Primary health refers to the healthcare provided in the community, such as a local doctor, pharmacist or psychologist. We provide support and training to these health professionals. We help them to connect community members to other services so that everyone involved in a person’s care can know how best to look after their health.

PHNs are not-for-profit organisations. We receive money from the government to provide health services that are right for the people in this area. We also work with hospitals, specialists, aged care facilities and others to improve people’s experience when needing healthcare. We work to make it easier for people to get the best care and support when and where they need it to achieve our vision of healthy and thriving communities.

About the job

The Management Accounting Lead is responsible for managing and supporting budgeting, financial performance reporting and ongoing monitoring of program funding and related spending. The position works collaboratively across the finance and program teams.

Key responsibilities

  • Develop and manage the annual budget for CESPHN, ensuring alignment with funding schedules, strategic priorities, and operational needs.
  • Analyse, track, and report on financial commitments related to commissioning programs, ensuring accurate reconciliation with signed agreements in the contract management system.
  • Provide financial insights, reports, and recommendations to the Finance, Audit, and Risk Committee (FAR), including budget analysis and forecasting updates.
  • Ensure financial dashboards are updated regularly, reflecting budget, forecast, expenditure variances, and future funding opportunities.
  • Review and approve the financial aspects of contracts and procurement activities, ensuring compliance before authorizing agreements in the Contract Management System.
  • Provide training and guidance to CESPHN’s staff on financial templates, process improvements, compliance standards, and best practices.

Selection criteria – essential

  • Graduate degree in accounting or finance and / or significant experience. 
  • CA / CPA qualified or in process. 
  • Significant experience in financial analysis, audit, and/or management accounting. 
  • Demonstrated experience in preparing high quality financial reports via Power Bi. 
  • Ability to interpret financial statements of service suppliers. 
  • Experience in administering and accounting for Government Grants/funding.
  • Proven high level written, verbal and electronic communication skills, and ability to successfully manage communications across a decentralised organisation. 
  • Sound organisational skills with proven ability to work autonomously and as well, effectively as a team member. 
  • Demonstrated ability to establish confident relationships with both internal and external stakeholders. 

Selection criteria - desirable

  • Ability and willingness to facilitate relevant financial educational workshops and develop quality education resources. 
  • Knowledge of primary health care and community resources within CESPHN boundaries.
