The Federation of Ethnic Communities’ Councils of Australia (FECCA) is the national peak body representing people from multicultural communities and their organisations across Australia. Through the membership of state, territory, and regional councils, we represent over 1,500 community organisations. For over 45 years, FECCA has proudly worked alongside culturally and linguistically diverse communities, the broader Australian society and the Commonwealth government to build an inclusive multicultural Australia.

About you

You are driven by making a difference in addressing issues impacting people from culturally and linguistically diverse backgrounds. You are excited by mobilising community voices and support; harnessing evidence; and collaborating with key stakeholders to make positive change and have the skills and experience to operate as a sophisticated conduit between communities and government.

As Senior Policy & Project Officer, you will have proven experience in analysing government policies, writing policy submissions and using your research skills to support FECCA’s core policy activities. You will have demonstrated skills in collaborating with a broad range of stakeholders, communicating effectively, and developing recommendations to address policy and service delivery challenges at the national level. Experience with monitoring and evaluation, and interest in ageing and aged care policies, will be highly regarded.

Reporting relationship

The Senior Policy and Project Officer reports to the Director of Policy and Research and works collaboratively with the larger FECCA team and key community partners and stakeholders.

Position responsibilities

  • Co-ordinate, analyse, research and develop policy proposals, advice and submissions addressing current and emerging issues relating to multicultural communities
  • Productively engage with FECCA member organisations, partners and stakeholders to identify and develop policy and program recommendations
  • Develop and implement strategies to deliver on our role as a sophisticated two-way conduit between diverse communities and government and government and diverse communities, including through active participation in community consultations.
  • Prepare high quality written reports, briefs, correspondence, and other documents to support and/or inform decision-making or respond to stakeholder requests
  • Develop and manage competitive and strategic funding proposals and grants
  • Support the design and implementation of monitoring and evaluation frameworks for FECCA’s projects
  • Develop and implement effective advocacy strategies to achieve better outcomes for our members and communities
  • Support FECCA communications, events and outreach activities including representing FECCA at a range of government and non-government forums
  • Collaborate with the FECCA team, ensuring an intersectional approach is used across FECCA’s work
  • Perform in a dynamic work environment, take initiative and effectively supervise Policy and Project Officers
  • Support the Director in team building and foster a supportive, collegial and learning culture

This role is open to remote work arrangements. If the successful candidate is based in Canberra, they will be expected to work four days a week (from Monday to Thursday) from the office.

People from culturally and linguistically diverse backgrounds and Aboriginal and Torres Strait Islander peoples are especially encouraged to apply.

Selection criteria

  • At least two years of experience in policy analysis and writing of policy submissions, policy recommendations, and policy papers, informed by rigorous analysis of data, and evidence gathering.
  • Excellent oral and written communication and strong inter-cultural, inter-personal skills critical to collaborative relationships with a range of stakeholders such as individuals from culturally and linguistically diverse backgrounds through community consultation, community-based organisations, other peak bodies and advocacy groups, government and researchers.
  • Understanding of government systems and processes, not-for-profit organisations, and experience mobilising knowledge for effective advocacy.
  • Demonstrated ability to coordinate a productive team in a positive and supportive manner.
  • Demonstrated understanding of issues impacting multicultural communities.
