PRIMARY OBJECTIVES OF THE POSITION
The Orange Door is a free service for adults, children and young people who are experiencing or have experienced family violence and families who need extra support with the care of children.
The Orange Door is a family violence triage integrated local service system which was designed following the Royal Commission into family violence in 2015. There were 227 recommendations made following the Royal Commission and the roll out of Orange Door Hubs was a component of the recommendations, targeted at reducing the frequency and impact of family violence by coordinating community and government services. Wimmera South West is the last area in Victoria to develop an Orange Door Hub.
The Aboriginal Practice Leader is a leadership position which has been created to assist Aboriginal and Torres Strait people with the support of an Aboriginal and/or Torres Strait Islander to implement and manage the Orange Door program.
This position is funded by the Victorian State Government – Family Safety Victoria.
The Aboriginal Practice Leader will work in close partnership with the Orange Door Hub Manager, Practice Leaders, the Aboriginal Hub Practitioner, and Team Leaders to lead high quality, culturally safe and effective responses to Aboriginal people seeking support and safety through The Orange Door.
The Aboriginal Practice Leader will:
- Be responsible for providing practice leadership and expert advice to The Orange Door workforce on culturally safe and inclusive specialist family violence services, child and family services and perpetrator interventions.
- Provide secondary consultations to internal and external stakeholders and proactively build cultural safety and competence in The Orange Door.
- Work with the Hub Manager and the Service System Navigator to build and maintain effective partnerships with Aboriginal services and communities within The Orange Door network to support choice for Aboriginal people.
- Be accountable for monitoring and recording GAC and doing their utmost to meet the key performance indicators that are set by the Orange Door (funding) and GAC (performance/funding).
IDENTIFIED POSITION
It is a requirement that the incumbent identify as being Aboriginal and/or Torres Strait Islander.
The filling of this position is intended to constitute a special measure under section 8(1) of the Racial Discrimination Act 1975 (Cth.), section 12 of the Equal Opportunity Act 2010 (Vic), and section 8(4) of the Charter of Human Rights and Responsibilities Act 2006 (Vic).
DUTIES & RESPONSIBILITIES
The Aboriginal Practice Leader will be accountable for:
- Leading and supporting culturally safe and responsive practice in The Orange Door with Aboriginal children, families, and perpetrators by:
- Providing specialist secondary case consultation and technical input on complex family violence and child and family cases and perpetrator interventions.
- Co-working and providing daily specialist practice support: including monthly supervision, for the Aboriginal Hub Practitioner.
- Where appropriate, jointly managing a small caseload of complex and/or sensitive cases.
- Working with Orange Door Team Leaders, Aboriginal Services, community, and cultural leaders to identify and resolve clinical and practice issues as they arise.
- Operating with autonomy and accountability in supporting Aboriginal children, families, and perpetrators.
- Leading, mentoring and developing Hub practitioners and team leaders in working with Aboriginal children, families, and perpetrators:
- Building capability of Hub practitioners to deliver culturally competent responses to victim survivors, children and families and perpetrators, informed by client experience and in line with the Integrated Practice Framework and relevant legislative frameworks (including (including the Children, Youth and Families Act 2005 and Child Wellbeing and Safety Act 2005).
- Providing practitioners with relevant information and access to systems to support safe and effective responses to Aboriginal children and families as part of an integrated practice approach.
- Modelling integrated practice approaches and behaviours integral to ethical clinical practice working with Aboriginal children and families.
- Supporting professional development of practitioners in partnership with other practice leaders, Family Safety Victoria, Aboriginal services, CSOs, DFFH, and other local workforce and training planning initiatives.
- Sharing practice knowledge on Aboriginal approaches to holistic healing and whole of family practices.
- Contributing to reflective practice for The Orange Door team in particular in relation to working effectively with Aboriginal people.
- Building the cultural safety of The Orange Door and supporting choice and self-determination of Aboriginal people.
- Oversee, monitor, and deliver projects to respond to local needs, ensuring they are delivered in a culturally safe and effective way, in accordance with self-determination and relevant legislation and government regulations and guidelines.
- Liaising with and providing specialist or secondary consultation to organisations and services within The Orange Door network to discuss direct service issues for Aboriginal people accessing services through The Orange Door.
- Working with local Aboriginal governance groups to provide connection between Aboriginal services, communities, and The Orange Door.
- Working collaboratively with the Hub Manager and Service System Navigator to build and maintain effective partnerships with Aboriginal services to support choice for Aboriginal people.
- Managing stakeholders through effective negotiation and influence, harnessing this network to support Aboriginal people and ensure effective The Orange Door operations.
KEY SELECTION CRITERIA
Essential:
- Identify as being Aboriginal and/or Torres Strait Islander
- Diploma level qualification in Community Services or equivalent (willing to attain Bachelor level qualifications).
- Professional practice experience in a family violence services, child and family service and/or broader social services sector.
- Strong contemporary knowledge of Aboriginal culture, aspirations, and self-determination.
- Previous experience in the establishment and leadership of a culturally safe and responsive practice. This experience should extend to working with an integrated service model of collaborative service delivery and quality clinical practice.
- Demonstrated highly developed leadership, negotiation and relationship building skills.
- Expert practical knowledge of the role of the law and legal system in the context of responding to family violence.
- Demonstrated knowledge practice with Aboriginal women, children, families, victims, and perpetrators of family violence in a multi-disciplinary and multi-agency context.
- A proven understanding of the local service delivery environment for Aboriginal children and families and communities in the local area.
- Proven record of working collaboratively to drive cultural change with a clear concept of the culture required to deliver effective, culturally safe, and responsive services for Aboriginal people within an integrated practice context.
- Previous experience in the design and delivery of innovative practices that enhance quality practice standards for Aboriginal people. Identity service shortfalls and implement appropriate change mechanisms to establish a “best practice” service model.
- Able to analyse trends, obstacles and opportunities in the internal and external environment and use this information for effective outcomes.
- Physical and mental capability to fulfil the requirements of the position.
- Current Victorian drivers’ licence.
