Habitat for Humanity (HFH) Australia National Office raises funds and manages programs to help build homes and communities for families in the Asia and Pacific regions including Cambodia, Vietnam, Nepal, Bangladesh and the Pacific islands. It supports multi-year projects focused on housing, water & sanitation (WASH), disaster risk reduction and community empowerment.

In Australia, we have a growing footprint, delivering programs in NSW and Queensland focused on improving the quality and supply of housing for vulnerable Australians.

Position Summary:

The Program Effectiveness Coordinator will play an important role supporting program quality outcomes for Habitat for Humanity Australia’s programs in Asia Pacific and Australia. This role is responsible for implementing, and where needed, developing, program monitoring, evaluation, accountability and learning (MEAL) systems to measure program outputs and outcomes, complete reporting to a range of external donors, and support learning to continually strengthen program design and outcomes.

The role will jointly report to the Head of Innovation and Growth based in Sydney. The role will work closely with Program Managers in both teams to deliver effective MEAL systems, including liaison with implementing partners in Australia and Asia Pacific (Fiji, Bangladesh, Cambodia, Nepal and Vietnam). It also involves liaison and coordination with the Habitat for Humanity International (HFHI) Asia Pacific Regional Programs Department.

The role will play an important role in updating and strengthening systems to support measurement of new programming directions identified in Habitat’s recent strategic planning process. The role will also strengthen cross-learning and, where appropriate, streamlining of systems between Australian and International programs.

  • This is a 12 month contract role
  • Habitat for Humanity Australia encourages flexible working practices. While the National Office is based in Sydney, remote working would be considered for the right candidate.
  • Some domestic and international travel and out of hours work may be required in this position.

Key Tasks and Responsibilities:

International Programs (40%)

  • Review and revise existing Development Effectiveness Framework in line with new strategic plan
  • Support Program Managers and implementing partners with respect to MEAL of HFHA international programs, reviewing quarterly/annual reports and support project design to promote impact in design and reporting.
  • Develop and roll-out gender and disability assessment and monitoring tools with a focus on developing a stronger understanding inclusion outcomes of Habitat’s work in shelter and climate, in consultation with relevant GEDSI specialists
  • Support Habitat for Humanity Australia’s role in development, implementation and participation in regional MEAL capacity building plans with HFHI and partner offices across the region.
  • Participate in ACFID MEAL Community of Practice (CoP) and HFHI MEAL CoP.

Australian Programs (30%)

  • Support development of a Performance Management Framework for Australian Programs in line with Habitat for Humanity International standard metrics
  • Develop and roll out monitoring tools, focused on measuring outcomes and meeting reporting requirements
  • Develop case studies and impact reports to support communications with external stakeholders and for internal learning
  • Prepare donor reports for government, trust and foundation donors
  • Support, as needed, development of program management guidelines and processes (such as participant selection guidelines) in collaboration with program teams and drawing on existing systems and processes for International Programs.
  • Ensure integration of effective MEAL into project designs, and through the program cycle.

Organisation Wide (30%)

  • Prepare quarterly and annual reports for Habitat for Humanity International – including collecting data from relevant team members and Affiliates.
  • Coordinate other reporting on an adhoc basis, such as ACFID Code of Conduct Self-Assessment
  • Coordinate compilation and analysis of data for HFHA’s Annual Report

Essential Selection Criteria:

  • Relevant tertiary qualifications in a related field (International Development; International Studies; Social Studies or similar)
  • Experience in implementing program MEAL systems in an overseas and/or Australian context
  • Familiarity with established monitoring and evaluation frameworks such as the Theory of Change and the Logical Framework approach to project design and monitoring.
  • Excellent written and oral communication skills in English, including demonstrated experiencing writing high quality reports and cases studies.
  • Understanding of community development policies and principles.

Desirable Selection Criteria:

  • Specific knowledge of and experience in implementing projects with one or more of the following thematic areas: Shelter/Housing; Water Sanitation & Hygiene; Climate Resilience, and/or Urban slum upgrading/renewal.
  • Understanding of principles of gender equality, disability and social inclusion as it relates to program design, implementation, monitoring and evaluation.
